The Department of Human Services is seeking a Business Analyst 3 to function as the expert for assigned programs under Pennsylvania's Enterprise to Link Information for Children Across Networks (PELICAN) which is a highly complex Information Technology system. DESCRIPTION OF WORK As a Business Analyst 3, you lead and oversee the identification, analysis, and documentation of current Office of Child Development and Early Learning (OCDEL) headquarters business processes relative to the PELICAN system.

Duties of this position includes being the primary point of contact for all PELICAN provider management-related issues includes functioning as the lead worker with program office staff and PELICAN users to develop, implement, and improve processes for provider management. You also function as the lead worker for lower-level business analysts assigned to PELICAN programs to evaluate, redesign, and implement improved work Item triage, management, tracking, and prioritization processes.

Work Schedule and Additional Information:

Full-time employment, 37.5-hour work week Work hours are 8:30 AM to 5:00 PM, Monday - Friday, with 60-minute lunch. The Department of Human Services provides excellent benefits, pay increases, paid leave and holidays, as well as opportunities for career advancement. Telework: You may have the opportunity to work from home (telework) part-time. You are required to report to the Harrisburg office at least one (1) day per month, and as otherwise directed by your supervisor. It is possible during the training period, more frequent days in the office will be required. In order to telework, you must have a securely configured high-speed Internet connection. If you are unable to telework, you will report to the Forum Building in Harrisburg. Salary:In some cases, the starting salary may be non-negotiable. One year as a Business Analyst 2; or Six years of business process analysis experience; or Two years of business process analysis experience and a bachelor's degree; or An equivalent combination of experience and training. Other Requirements:
