Mississippi Employer GIS Analyst in Gulfport, Mississippi

JOB OBJECTIVE: The purpose of this position is to intelligently create and update geospatial data sets and situational data, prepare paper or online maps, and help maintain databases in support of numerous GIS-reliant departments within Harrison County.

ESSENTIAL JOB FUNCTIONS:

* *

1.     Create and update geospatial data used within the GIS dept.  

 

2.     Perform spatial analyses and create useful information with GIS and other related software.

 

3.     Think critically about the end-user's request to provide an intelligent, well-received end product.

 

4.     Provide support for GIS users in other county departments.

 

5.     Provide support for the county's GIS online applications.

 

6.     Maintain GIS data and updates for the Harrison County Sheriff's Department; verify and validate road ranges as correct or incorrect; research and update all errors; update maps to add new assets, such as shelters, lines, roads, etc.; coordinate with Sheriff and 911 Dispatch on any updates.

 

7.     Manage software, data, and applications for the Tax Assessor's Office.

 

8.     Assist Harrison County EMA's Planning Section with all-hazards disaster preparation, mitigation, response and recovery activities.  May require extra hours beyond the typical schedule.

 

9.     Coordinate the acquisition of new spatial data and integration of these data into the organization's GIS.

 

  1. Set up individual mapping software; maintain and ensure tax mapping data integrity; ensure proper procedures are adhered to in order to maintain flow of data and minimize logistical data errors.

SECONDARY DUTIES AND RESPONSIBILITIES:

 

  1. Provide GIS and troubleshooting assistance to all Harrison County customers, both internal and external.

     

  2. Look for, and offer solutions to, any duplication of data efforts found within Harrison County departments.

     

  3. Monitor common maps and supply inventory, as well as department plotter & printer supplies.

     

  4. Other related duties, as required.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:

* *

·       Functional and independent working knowledge of ESRI GIS Software (ArcGIS Desktop, ArcGIS Online, ArcGIS Pro, etc.) as well as database management.

 

·       Ability to establish and maintain courteous and professional working relationships with county departments.

 

·       Basic knowledge/awareness of Python, JavaScript, Arcade and other scripting languages used to create customized functions and web-based maps.

 

·       Basic knowledge of 'best practices' principles as related to GIS, as well as being aware of and promoting county, state, and national GIS data standards.

 

·       Skilled in developing and managing quality assurance/quality control procedures.

 

·       Skilled in designing, developing, testing, documenting and certifying applications, programs, and systems functionality.

 

·       Skilled in troubleshooting and diagnosing problems with the use of GIS and related software (or willing to learn).

 

·       Assist with aerial imagery collection via unmanned aerial systems (UAS) and post-processing via desktop software as requested by Harrison County departments and/or as needed for damage assessments post-disaster. An FAA 107 certification is/will be required.

 

·       Ability to work independently as well as with others.  

 

·       Ability to take initiative and multi-task as needed.

EDUCATION AND EXPERIENCE REQUIRED:
