Commander, Navy Installations SUPERVISORY FIREFIGHTER in Guantanamo Bay, Cuba

Summary You will serve as a Supervisory Firefighter/Deputy Fire Chief in the Fire & Emergency Services division of NAVSTA GTMO. Responsibilities You will serve as the Deputy Fire Chief. You will serve as a senior authority and advisor for fire protection for an installation or region. You will be responsible for assessing and formulating operating expenditures including staffing requirements. You will direct the planning and development of all training programs for the Fire Department and auxiliary firefighters, and the indoctrination of civilian and military personnel in the fundamentals of fire safety. You will assist commands in disaster control planning, training, and operations. You will develop written performance standards and enforces equity of performance standards and rating techniques developed by subordinate supervisors. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of GS-11 experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Managing and directing fire department operations involving structural, shipboard, crash/rescue and wildland; 2) Utilizing the latest technical developments in fire prevention and protection to achieve and maintain operational readiness to accomplish the overall fire protection mission; 3) Evaluating the technical adequacy of all fire protection and life safety features; and 4) Conducting investigations of fires to determine cause. Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101. Physical Demands: The incumbent will be required to work under extreme pressure and cope with stressful situations where confusion, panic, injury, or death may occur. May be required to wear personal protective equipment in excess of 50 pounds when working in operations. The work may be subjected to long hours in precarious locations or positions. Must successfully pass an annual physical and participate in the Navy firefighting physical fitness program. Work Environment: The incumbent may be exposed to a wide variety of emergency situations. They may suffer from burns, dehydration, excessive heat, smoke inhalation, heavy protective clothing, falling materials, or explosions. They are subject to physical injury and sensory damage from firefighting activities, exposure to HazMat, specialty rescue operations, and high noise levels. They must deal with victims in emergency situations that may be in varying stages of fright, panic, injury, and shock. There may be hazards while operating or riding fire apparatus under adverse conditions. The incumbent can be required to work outside in all types of weather conditions, and requires the use of protective clothing or gear, such as masks, coats, boots, goggles, gloves, and appropriate body substance isolation equipment.
