JOB SUMMARY

The purpose of this classification is to assist with the coordination and design of new construction and water main replacement projects, to provide information to engineers and developers about how to get water to their projects, and to work with customers to remedy water problems.

ESSENTIAL JOB FUNCTIONS:

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

  • Coordinates and interacts with engineers, architects, developers and contractors regarding water service for residential, commercial and industrial development.
  • Interprets and applies rules and regulations with engineers, developers, contractors, staff, customers, and the general public.
  • Performs a variety of engineering design calculations including, but not limited to, the design of water main layouts, hydraulic analysis calculations, structural design, gradient analysis, aqueduct system analysis, pipeline design calculations, stress analysis, and thrust restraint calculations. Reviews site plans and prepares water main layouts for new development for approval by others. Performs accurate calculations of flows and pressures in water mains.
  • Assists with the administration of construction projects. Prepares bid packages, bid tabulations, service contracts, etc., for review by others.
  • Provides engineering support for construction work in progress, including field inspections, to ensure compliance with approved plans, specifications and material standards.
  • Interprets data compiled from physical tests in the field, such as soils reports, drainage calculations and surge analyses.
  • Assists with obtaining right-of-ways and permits.
  • Prepares, reviews and/or verifies reports which list quantities of materials installed.
  • Gathers information for and prepares new plat files.
  • Writes engineering specifications, prepares preliminary engineering design plans and drafts reports for projects, structures, and facilities.
  • Communicates project status and concerns to supervisor.
  • Attends workshops, seminars and/or classes to maintain certification and to keep abreast of new design and application techniques and new governmental regulations and programs which affect the utilities served.
  • Receives, reviews, prepares and/or submits various records and reports including engineering designs and drawings, project status reports, service contracts, agreements, various technical reports, memos, correspondence, etc.
  • Interacts and communicates with various groups and individuals such as the immediate supervisor, co-workers, other department supervisors and employees, subordinates, customers, engineers, architects, developers, contractors, consultants, interns, sales representatives, City/County personnel, attorneys, property/business owners, and the general public.
  • Assists with customer service duties as necessary, including assisting customers, answering telephone, accepting payments, preparing new service contracts, etc. Assists with maintaining field communications.
  • Prepares drawings using AutoCAD.
  • Performs other related duties as required.

MINIMUM QUALIFICATIONS:

A Bachelor's Degree in civil engineering is required; or possession of any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Must possess and maintain a valid South Carolina driver's license. Must obtain and maintain registration as an Engineer in Training in South Carolina, and a C level Distribution License.
