Role Overview:

Employee is responsible to Highway Maintenance Director for ensuring all sub district operations are properly and safely executed. Employee is also responsible for the effective management and operation of the sub district, including: policy and program implementation, policy guidance and interpretation, and effective utilization of staff to accomplish agency and division goals and objectives. Employee works independently, exercising professional judgment on frequent, unusual, and non-routine situations to meet district needs as well as comply with rules and regulations. Decisions have a significant impact to operations as well as the public. Employee independently plans all maintenance goals and objectives. Any recommendations that have a major impact on the overall maintenance operation in the district are discussed with management for compliance with policy.

Salary:

The salary for this position traditionally starts at $67,314.00 but may be commensurate with education or work experience.

Location:

This position is located in INDOT’s Greenfield Sub District Manager.

A Day in the Life:

The essential functions of this role are as follows:

  • Set priorities and ensure the most effective personnel, time, and equipment utilization for each task.

  • Responsible for the coordination and response of INDOT personnel in emergency and snow and ice emergencies.

  • Responsible for public safety coordination with State Police, County, and Municipal Officials during emergency and snow and ice emergencies.

  • Responsible for planning, tracking, and meeting or exceeding operating budgets.

  • Advise on methods, procedures, scheduling, and equipment available, as well as the purpose of the job and long and short-range programs that affect the work.

  • Oversee the maintenance of all state and federal highways and bridges.

  • Direct, plan, and schedule maintenance activities within the sub-district.

  • Oversee staffing needs of the sub-district daily, including developing and analyzing sub-district schedules that establish priorities between units and reflect the district's priorities.

  • Inspect and review work being performed, during and upon completion, for compliance with standards and specifications.

  • Ensure the required equipment and materials are requisitioned.

  • Responsible for submitting an annual work plan that identifies all road needs, including identifying larger projects and projecting material requirements and needs for rental equipment.

  • Responsible for determining the necessary resource requirements based on the work plan submitted.

  • Prepare written requests regarding future personnel needs of the sub-district.

  • Oversee maintenance and security of sub-district buildings and grounds.

  • Responsible for ensuring that all new employees are trained on all functions and safety.

  • Participate in the review and resolution of employee complaints and the grievance process.

  • Conduct annual job evaluations, counseling, and discipline of employees, and is responsible for the recommendation for hiring of all sub-district employees.

What You'll Need for Success:

Working Requirements:

  • Must have a thorough knowledge of highway maintenance/operations principles, practices, methods, and techniques relative to the maintenance and repair of highways.

  • Thorough knowledge and the ability to apply highway management principles and procedures as needed.

  • Specialized knowledge and application of highway standards and specifications, highway statutes, and departmental and administrative rules and regulations.

  • Ability to provide leadership and direction for all sub-district employees.

  • Ability to communicate effectively.

  • Ability to facilitate execution of sub-district maintenance and operations work activities to meet district production goals and annual fiscal constraints.

  • Ability to formulate sound management and fiscal recommendations and make appropriate decisions considering the potential impact on sub-district and department.

  • Ability to effectively prioritize a variety of projects/functions.

  • Ability to work independently.

  • Ability to motivate subordinates to accomplish department goals and initiatives.

Education:

The ideal candidate for this role should minimally have

  • a High school diploma. And

  • at least 2+ years of training or 2+ years of experience in a related field.

Related certifications and coursework may be considered for education or experience.

Supervisory Responsibilities/Direct Reports:

This role may provide direct supervision for one or more staff members.
