Compensation Range

$82,430.40 - $104,436.80

Job Description Summary The Fiscal Office External Systems Supervisor position requires the application of a broad range of supervisory, accounting, auditing, budgeting and analytical knowledge and ability. Applications of accounting standards and theory are made daily as is analysis of many facts in relation to a wide variety of complex situations. Work is characterized by the requirement to thoroughly analyze facts and concepts from various sources, often with no one source having the definitive answer. This position requires a high degree of independent planning, organizing, researching and development for special projects. Applies principles of accounting to analyze financial information and prepare financial reports. Responsible for the daily business operation of the External Systems Reporting Unit in the Fiscal Office and supervises staff within that unit. Ensures compliance with federal, state, and county rules and regulations.

Job Description Supervision (30%):

Directly supervises a unit consisting of accounting staff. Provides leadership, guidance and support to staff ensuring a high level of performance and compliance with County, State and Federal rules and regulations. Obtains necessary knowledge of all tasks and requirements expected of staff to train new staff, assist staff as necessary, appropriately appraise performance, address employee complaints, and resolve problems in collaboration with Department Administration and County Human Resources. Participates in interviewing, hiring, and training employees. Workflow Management (30%):

Monitors and evaluates unit workflow using knowledge of business functions, program requirements, funding sources and economic conditions to establish unit goals and timetables. Assigns and schedules work within the unit using assigned employee's performance and level of skill to assure coverage and efficiency while accomplishing unit goals accurately and timely. Use tracking data and analytical abilities to identify trends and operational efficiencies and adjust work assignments accordingly. Reviews staff work on a regular basis for timeliness and accuracy. Establish standards for quality and quantity of work based on workers' experience and set and monitor deadlines. Meet with staff individually and in groups during unit meetings, conferences or as needed to convey and interpret application of existing rules, regulations, policies, and procedures. Gives special instructions verbally or in writing when new regulations or procedural work changes are implemented. Administration/Compliance (25%):

Compiles and analyzes financial information to prepare entries to accounts, such as general ledger accoun s, State System programs and documents business transactions. Reconciles accounting information between systems to ensure accuracy and completeness of information provided in fiscal reporting. Reviews and/or approves transactions entered in the appropriate State systems for the benefit of Child Welfare and Child Care. Reviews the referrals for services and the billing forms required. Fulfills the role of County EBT Coordinator, reconciles State System payments, and analyzes trust accounts for the benefit of children in Child Welfare. Assists in the summarization and interpretation of current and projected status of the Department's financial position for other managers. Assists in audits of contracts, invoices, reimbursements, and referrals. Completes Fiscal Monitoring of branch offices to ensure proper accounting standards are being maintained.
