AGENCY SUMMARY

West Michigan Partnership for Children (WMPC) administers foster care services to children and families in Kent County, MI in partnership with Bethany Christian Services, Catholic Charities West Michigan, D.A. Blodgett---St. Johns, Samaritas, and Wellspring Lutheran Services. WMPC executes an innovative performance-based funding model through a contract with the Michigan Department of Health and Human Services, utilizing a capitated allocation payment mechanism that allows for savings generated from practice and program improvements to be reinvested into the foster care system. WMPC utilizes software that allows for predictive analytics to inform strategy and practice, and to flag cases that are at risk for further review. WMPC's mission is to empower communities to create better futures for children and families through innovation and collaboration and it does this through its core values: accountable, data-driven, innovative, trauma-informed, tireless collaboration, and social justice.

POSITION SUMMARY

The Financial Analyst (FA) is a member of the finance team and assists the Chief Financial Officer (CFO) in supporting the financial operations of WMPC. The FA helps design fiscal policies and procedures. The FA supports the finance team in maintaining an accurate and up-to-date accounting system. The FA assists in the development of the timely completion and submission of reports to funders, as applicable, and interfacing with funding sources. The FA assists the CFO with financial reporting, cash management, investments, and cost reporting.  This role involves working closely with various departments to ensure financial compliance with funding requirements.

JOB DUTIES
  • Maintains the general ledger.
  • Monitors and maintains accounting records.
  • Leads financial closing process (monthly and year-end).
  • Maintains proper internal controls.
  • Supports the annual financial statement audit.
  • Processes sub-recipient and vendor reimbursements.
  • Disseminates financial-related information and develops fiscal policies and procedures.
  • Ensures the timely completion and submission of required program and financial reports following the appropriate format.
  • Conducts quarterly financial reviews of sub-recipients' financial billing.
  • Supports WMPC's procurement process and ensures compliance with relevant federal and other oversight guidelines.
  • Keeps abreast of trends and new developments related to foster care services and programming.
  • Assists CFO in preparation of the WMPC annual budget incorporating forecasts and volume projections into budget.
  • Performs cost analysis of current and proposed services, programs, and departments.
  • Manages financial and quality control of funding proposal processes.
  • Helps to maintain financial reporting in accordance with MDHHS's EGRAM's System.
  • Ensures inclusion of strategic ways WMPC can advance Diversity, Equity, and Inclusion in all grants, contracts, and new initiatives.
  • Assists in the advancement of WMPC team development of intercultural competence.
  • Supports the advancement of WMPC's work to affirm LGBTQ+ persons in foster care and programming.

QUALIFICATIONS 
Education Level

Bachelor's Degree with emphasis in Accounting, Finance, or related field.

Knowledge, Skills, and Abilities

Three or more years of applicable work experience.
