Summary The incumbent serves as a Program Specialist on the administrative staff of the Director, National Disabled Veterans Winter Sports Clinic. This position is located at the VA Medical Center, Grand Junction, Colorado. Provides technical assistance to the Director, National Disabled Veterans Winter Sports Clinic and Administrative Officer. Responsibilities Provides high level administrative and technical support to the Local site coordinator/administrative officer for the National Disabled Veterans Winter Sports Clinic. Plans, manages, and coordinates conference calls, provides on-site support, coordinates special projects, monitors budgets, coordinates travel and provides research and advanced planning for the Local site coordinator/Administrative Officer and Director. Responsible for conducting and/or moderating conference calls, preparing agendas, meeting minutes and other required documents. Plans and coordinates special projects. Gathers and assembles pertinent information from files and documents in developing the program agenda for the national event. Develops and maintains the controls necessary to ensure the completion of required special projects and reports. Inputting all participants information into the national event database, and insuring that the database is accurate and complete. Develop guidelines. instructional methods, materials, etc., and new or improved applications of educational technology to health care programs. Provide guidance to operating programs in establishing their internal data management software program. Develop and/or obtain training aids, and selecting pertinent government and non-government training resources. Reviews, analyzes, and evaluates travel and special projects to assess their quality and effectiveness. Responsible for researching and analyzing complex or simple administrative issues. Researches and/or analyzes complex or simple administrative issues; determining pertinent issues and collects relevant information from a variety of sources. Work Schedule: Monday-Friday, 8:00am-4:30pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/30/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: performing high-level administrative and technical support; preparing, reviewing, and monitoring budget expenditures to include appropriated and non-appropriated funds; performing computer tasks in an office setting; providing administrative support for daily, weekly, monthly, quarterly, and yearly report requirements; maintaining office records to include fiscal records and a wide-variety of files; initiating computer and phone work orders; and utilizing healthcare management software to accurately input participant information into national database. This definition of specialized experience is typical of work performed at the GS-07 grade/level or equivalent in the Federal service.. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate level degree; or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position; or LL.B or J.D., if related. You must have an combination of specialized experience and graduate level education (in excess of the first year or 18 semester hours) to meet total experience requirements. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work Is basically sedentary, however, some walking, standing, bending and carrying of light-to-medium weight objects is sometimes required.
