About the Work Unit
The Executive Director's Office (EDO) is the backbone of the Colorado Department of Public Safety, providing effective administrative and management services to the Department's operating divisions. The EDO includes the following:
The Executive Director and Deputy Executive Director – Oversees strategic direction and operations for the department.
Administrative Services Office - Provides division and department-level administrative and support functions encompassing accounting, purchasing and contracts, budget, logistics services (fleet, warehousing, material management and fabrication) and property services (property management, leasing, facilities maintenance, construction project management and insurance programs) to support the operations and programs of CDPS divisions.
Human Resources Office - Supports recruitment, hiring, evaluation, benefits management, personnel actions, payroll and all other human resources functions.
Compliance Office –Manages Departmental Policy, Risk Management, Workers Compensation Program, Workplace Investigations, Internal Auditing, Rulemaking, and ensures compliance with state and federal requirements and the State’s LESO 1033/1122 programs.
Colorado Integrated Criminal Justice Information Systems – develops cost-effective information sharing services to provide access for criminal justice agencies while maintaining information security. CICJIS is a collaborative program designed to facilitate information sharing at key decision points in the criminal justice process. There are five participating CICJIS agencies: the Department of Corrections, Judicial, the Colorado District Attorney’s Council, the Division of Youth Corrections, and the Colorado Bureau of Investigation.
Office of School Safety – assists local schools and communities to create safe and positive school climates for pre-k through higher education schools in Colorado.
The Administrative Services Office provides internal administrative support to the Divisions within CDPS and include the following sections:
Chief Administrative Officer’s office
Accounting Services and Commercial Cards led by the Controller
Budget and Policy led by the Budget Director
Purchasing and Contracts by the Purchasing Director
Logistics Services Section led by the Logistics Director
Property Services Section led by the Property Services Director
The Property Services Section is the department’s subject matter experts on real property*, property management, facilities maintenance, insurance, construction, leasing and environmental matters. This section provides centralized support to all functional and administrative needs for department facilities through three functional units:
Facilities Maintenance Branch. This branch contains structural repair and skilled trades technicians who maintain, repair and update our department facilities to ensure operational readiness of the facilities and site conditions which facilitate the mission requirements of the buildings’ occupants.
Property Management Branch. This branch conducts property leasing, property or campus management (includes the Kipling Campus), real estate acquisitions, property and contents insurance and environmental reporting for the Greening Government and Executive Order related programs (EnergyCAP, annual reports, etc).
Capital Development and Planning Branch. This branch conducts program driven construction and major renovation or maintenance driven projects arising out of an agency/institution’s need to create, expand, or alter a program due to growth, advances in technology or changes in methods or program delivery, or the deterioration of a facility’s physical and functional condition, including site and infrastructure, and the ability to comply with current building and life safety codes and various certifications and standards.
(*"Real property" means a facility, state-owned grounds around a facility, a campus of more than one facility and the grounds around such facilities, state-owned fixtures and improvements on land, and every state-owned estate, interest, privilege, tenement, easement, right-of-way, and other right in land, legal or equitable, but not including leasehold interests.)

This position is the full-operating level capable Plumbing technician responsible for maintaining, repairing and updating our department facilities electrical and mechanical plumbing systems and fixtures to ensure operational readiness of the facilities and site conditions which facilitate the mission requirements of the building’s occupants. The Facilities Maintenance Branch work unit provides for a safe, high-quality physical work environment by maintaining buildings and grounds in compliance with acceptable professional standards.
Key Responsibilities:
Electrical and Mechanical Plumbing Systems and Fixtures Repairs
This position is the full-operating level capable Plumbing technician responsible for maintaining, repairing and updating our department facilities electrical and mechanical plumbing systems and fixtures to ensure operational readiness of the facilities and site conditions which facilitate the mission requirements of the building’s occupants. Specific duties include:
Performs preventative maintenance, maintenance and repair work on all plumbing systems and fixtures in accordance to department standards and current code requirements.
Installs or alters new or upgraded plumbing systems and fixtures for the purpose of construction, tenant finishing or remodeling according to diagram specifications and code requirements.
Responds to plumbing service or trouble calls, troubleshoots and provides problem resolution.
Inspects, maintains and repairs various types of fire protection systems.
Maintains, tests and installs devices for the prevention of backflow, back siphonage or cross connection. Prepares working sketches and works from blueprints, written, or verbal instructions.
Maintains records and prepares daily activity reports, documents actions taken in the organizations maintenance management system.
Estimates materials, labor and equipment costs for their projects.
Serves as the Construction Liaison for large scale CDPS plumbing requirements associated with CDPS Capital Construction or Controlled Maintenance projects.
Assists in the maintenance and repair work in a variety of skilled trades areas and reports failures and code compliance and deficiencies to their supervisor
May prepare requisitions for order parts and supplies as needed
Diagnoses malfunctions of mechanical systems and controls and restore to specified operating standards.
Learns and understands state and local laws, ordinances and regulations pertaining to plumbing fixtures and associated equipment.
Reads and interprets blueprints, schematics, and specifications.
Follows safe work practices to ensure the safety of themselves and other staff.
Safely work with the hand tools and testing equipment that are characteristic to the trade.
Works and communicates effectively with contractors, department staff and others in order to perform the duties required of the position.
Maintains record of inspections and work performed.
May be required to assist in facility emergencies after hours (but compensated for time).
Maintains proficiency in the International Plumbing Code (IPC), the International Fuel Gas Code (IFGC), and the Rules and Regulations as adopted by the Examining Board of Plumbers, and the building codes adopted by reference with the State of Colorado by the Office of the State Architect.
Maintains professional proficiency in the area of cross-connections, calculations, and blueprint reading, combination waste and vent systems, hangers, supports, and system protection, indirect and special waste piping, installation techniques, plumbing fixtures, sanitary drainage systems, storm drainage systems, traps, interceptors, separators, vents/venting, water distribution systems.
Inspections and Facility Audits
Inspects building plumbing fixtures, systems and associated facility equipment to determine requirements for the maintenance and repair needs and costs of proposed projects, upgrades for existing systems. Provides the plumbing reviews in the performance of facility audits for State Buildings Controlled Maintenance Program assisting the Capital Development and Planning Branch of the Property Services Section. Functions as a S.M.E. for the Unit, reading blueprints and plans, suggesting courses of work in this field.Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights
MINIMUM QUALIFICATIONS
Experience:
- Three (3) yearsof experience maintaining, repairing, replacing electrical and mechanical plumbing systems.
Education and Experience:
A combination of related education, formalized apprenticeship program, and/or
relevant experience in an occupation related to the work assigned equal to three (3)
years.

CONDITIONS OF EMPLOYMENT
Must be Colorado resident at the time of application.
Requires successful completion of a background investigation, polygraph and drug screening as a condition of employment.
This position requires a valid CO driver license.
Must be licensed by the State Plumbing Board (https://dpo.colorado.gov/Plumbing) and maintain licensure through the Department of Regulator Agencies, Division of Professions and Occupations.
