Position Description:

This Project Manager (PM) role a tremendous opportunity to transform and accelerate the development and insertion of intelligence community technology, capabilities and processes that produce analyses to inform national level decision making.

The role is a critical position responsible for directing and ensuring the successful execution and technical delivery to contract requirements. The PM will serve as the primary point of contact for the Contracting Officer (CO), Contracting Officer’s Representative (COR), government Technical Point of Contact (TPOC), and the Government Program Manager. The PM will oversee all aspects of program efforts, balancing on cost management, schedule estimation and tracking, and contract performance management, among other areas, to ensure high-quality and technical delivery excellence.

The PM will lead a team responsible for developing, integrating, and sustaining technical capabilities and business processes into a high-profile U.S. government intelligence community program that crafts and delivers intelligence insights to senior executive and leadership at and across the highest level of government. Your team advises the government with a variety of related initiatives and tasks to include support and refinement of legacy cloud-based software application support and sustainment; new software capability development; deployment and sustainment; integration of technical capabilities into existing and new production business processes to optimize production and dissemination of intelligence products.

Expertise should include management of cross-disciplinary teams, program management techniques to deliver innovation, business process reengineering/improvement, identification of and integration of COTS and GOTS products in, requirements development and management, oversight incorporation of agency and government policies, and industry best practices.

This position is located in Washington, DC., however a hybrid working model is acceptable.

Your future duties and responsibilities:

• Lead execution of a large technical project to contractually-required performance, integrated delivery schedule, and cost targets, while simultaneously implementing both tactical capability and process improvements and strategic transformation. Apply Earned Value Management (EVM) principles and methodology to report delivered value to the client.

• While developing and deploying new capabilities, ensuring ongoing operations re maintained without disruption.

• Via Agile development methodology, develop incremental capability improvements through new capability development, COTS/GOTS technical insertion, reengineering and/or automation aligned to organization performance metrics and operational requirements.

• Lead a team responsible for establishing and implementing a transformational strategic vision for the organization that optimizes the way our customer conducts business.

• Leverage and apply knowledge of advanced capabilities within the information technology industry.

• Demonstrate excellence written and oral communication in all products and engagements to executive audiences at the highest levels of government.

Required qualifications to be successful in this role:

• Currently hold TS/SCI Clearance with Counterintelligence (CI) Polygraph.

• Bachelor's Degree in Mathematics, Engineering, Computer Sciences, Management Information Systems, Information Technology Management, or similar credentials or supporting experience.

• Well versed in all-source intelligence analysis with applied experience producing and briefing finished intelligence briefing products to executive audiences.

• PMI Certified Project Management Professional (PMP) with a minimum of seven (7) years experience managing client-facing technical projects of similar size and scale.

• Experience working within the Intelligence Community or classified DOD programs at the senior executive / leadership level.

• Exceptional written and verbal communication and interpersonal skills.

CGI is required by law in some jurisdictions to include a reasonable estimate of the compensation range for this role. The determination of this range includes various factors not limited to skill set, level, experience, relevant training, and licensure and certifications. To support the ability to reward for merit-based performance, CGI typically does not hire individuals at or near the top of the range for their role. Compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range for this role in the U.S. is $111,600.00 - $241,600.00.
