Summary /Primary Function
Garden City is seeking an Assistant Planner. The position is for a planner; however, code
education and enforcement duties are an essential function of the position. The positions
primary focus is to be an ambassador for the city and create a positive environment to
achieve code compliance in Garden City. The position performs plan reviews of simple to
moderately complex applications for compliance with building and development
ordinances, plans, as well as stipulations approved by administrative bodies. This position
also conducts municipal ordinance inspections and investigations, issues citations for
violations, and assists in the remedy of violations. In addition to day-to-day customer
service, permit processing, and assisting in department operations, the position may
conduct public outreach or create programs to reduce violations or their impacts on Garden
City. The position may also assist with a variety of Development Service long-range plans,
and projects, including, but not limited to, work in urban design, community sustainability,
floodplain management, and other department functions.
Duties may be performed within a defined latitude for independent judgment with internal
controls for accuracy and compliance under the management of the direct supervisor, the
Development Services Director.
The principal duties of this class are performed in both a general office environment and
an outdoor environment that may include exposure to adverse weather conditions.
Essential Duties and Responsibilities

Provide public assistance and outreach related to applicable laws, ordinances, codes,
and policies.
Review and process applications for compliance with City ordinances and other
applicable regulations.
Provide and interpret applicable laws, ordinances, codes, policies, and evidence to the
public, coworkers, other departments, decision-makers, and in a court of law.
Analyze, and determine code compliance, violations, and grandfather rights.
Generate effective, accurate, and professional written and oral reports and outreach
materials.
Present in a public setting, such as in front of the Planning and Zoning Commission or
City Council.
Prepare and maintain records in a manner consistent with approved Department file
management processes.
Sets priorities, ensures timely processing of applications and projects, including public
noticing, correspondence, and drafting presentations, and written reports.
Perform self-initiated patrol consisting of code enforcement violations and other
relevant code enforcement activities.
Interact with parties involved in code violations or code violation complaints.
Conduct preliminary and follow-up investigations, inspections, and field evaluations.
Contact, cooperate, and coordinate with other staff, departments, agencies, and
governing bodies in matters relating to public relations, investigations, and prosecution.
Refer charges for review and prosecution to the city attorney\'s office.
Maintain, clean, and care for City-issued equipment and vehicles.
Create and administer programs to reduce code violations and impacts of violations to
Garden City.
May aid with Garden City Code, Comprehensive Plan, and ma ster planning updates,
projects, and procedures.
Performs special projects, studies, and research as directed; including performing
portions of work of higher classified positions as assigned or performing duties of
similar complexity in other divisions or departments as assigned.
Perform all work duties and activities in accordance with City policies, procedures, and
safety practices.
Acceptable Experience and Training
High school diploma or GED equivalent is required and a bachelors or masters degree
or certification in urban planning, criminal justice, public administration, or related field
is preferred; and
One (1) year of experience in city planning, criminal justice, business administration, or
a simil
