The Accessions Information Environment (AIE) is a software pathway defense business system used by recruiters to enlist Soldiers in the Army. AIE utilizes Agile software development and human-centered design processes throughout the DevSecOps CI/CD pipeline to deliver working software beginning with basic capabilities for early adopters who will provide feedback for future improvements to AIE user stories and features. The team from Chenega Cyberstar is responsible for providing program management support services to AIE’s software development efforts.

The Test and Release Manager supports the AIE Program Management Office (PMO) by providing adept expertise and oversight of the DevSecOps process focusing on testing and deploying quality software.

Responsibilities

  • Provide oversight and guidance to a multi-skilled team of IT professionals who perform baseline integration support services, including risk management, maintenance of the deployed AIE production baseline (applications and infrastructure), product backlog, Development, Security, and Operations (DevSecOps) process, and capability integration of new functionality acquired via other procurements.

  • Understand automated testing processes (e.g., automated regression testing).

  • Coordinate between AIE Technical Division and external Army test agencies to include Army Test and Evaluation Command (ATEC) and the Joint Interoperability Test Command (JITC) .

  • Oversee testing activities, including preparation/validation of test cases and scenarios.

  • Schedule and facilitate the release readiness reviews before deployment and milestone reviews after each release.

  • Assist in planning project stages and assessing business implications for each stage.

  • Monitor system integrator progress to ensure deadlines, standards, and cost targets are met.

  • Coordinate the release schedule and resources required depending upon the third-party applications, defect backlogs, planned releases, and infrastructure updates.

  • Assist with Go-Live activities to deploy software successfully.

  • Assist the execution of Planning Interval events and other agile software development activities.

  • Other duties as assigned.

Qualifications

  • MA/MS degree in Computer Science or BS with equivalent years of experience.

  • 12+ years of work experience leading release and test activities in an Agile software development environment.

  • Must be agile certified (SAFe Agilist (SA) or SAFe Program Consultant (SPC) is desired) or agree to complete training and obtain certification within 30 days of hire.

  • Secret clearance required.

Knowledge, Skills and Abilities:

  • Shall have proven interpersonal skills and a collaborative management style.

  • Excellent communication skills both verbal and written.

  • Experience as a certified scrum master, certified product owner, release train engineer, or Agile coach (desired).

  • Experience with XPath and Salesforce automated testing (desired).

  • DevSecOps experience using GitLab (desired).

  • Possess hands-on experience with Azure DevOps (ADO) (preferred).

  • Hands-on experience with testing teams and familiarity with various testing approaches, tools, and best practices.

  • Strong organizational, and time-management skills, able to convey information across multiple customers and corporate audiences.
