Venango County Human Resources Community Based Juvenile Probation Officer in FRANKLIN, Pennsylvania

OVERALL OBJECTIVE OF JOB

This is a professional level position that will coordinate community based services, provide supervision and mentor youth coming into contact with the juvenile justice system. The Officer will deliver services consistent with the Juvenile Justice Enhancement Strategy which states in part: We dedicate ourselves to working in partnership to enhance the capacity of Pennsylvania's criminal and juvenile justice system to achieve its balanced and restorative justice mission of community protection, accountability to victims and the community and offender competency development by:-     Employing evidence-based practices, with fidelity, at every stage of the justice process; Collecting and analyzing the data necessary to measure the results of these efforts; and with this knowledge, Striving to continuously improve the quality of our decisions, services and programs.

 

ESSENTIAL FUNCTIONS OF THE JOB

  1. Provides counseling and other supportive services to help probationers in their personal and social adjustments in the community.
  2. Conducts investigations to monitor probationers' activities and to prevent or remove harmful activities and influences.
  3. Conducts random drug/alcohol testing.
  4. Enforces court orders and makes arrests of probationers when necessary.
  5. Assists with monitoring compliance with payment plans for fines, costs and restitution as necessary.
  6. Conducts research on whereabouts of missing probationers.
  7. Participate in on-call responsibilities and responds to potential violations in accordance with departmental procedures.
  8. Provides documentation of all contacts, incidents and treatment approaches.
  9. Makes appropriate referrals to other private or public agencies in the community.

``` 1. Develops supervision plans based on a risk-needs instrument and monitors juvenile's progress with goals and objectives. 2. Prepares recommendations and progress reports for the Court as required. 3. Maintains contact with families, school, friends, social service agencies, placement facilities, and employers to assist juveniles. 4. Testifies at court proceedings when necessary. 5. Gathers program data for reports as required. 6. Interviews offenders using Motivational Interviewing  techniques 7. Utilizes cognitive behavioral approaches with offenders during supervision.

OTHER DUTIES OF THE JOB

1.        Interacts with internal departments and outside agencies, physicians, schools, insurances, etc. in regard to supervision of clients.

2.     Assists in transporting of clients to appropriate placements.

3.         Acts as a community resource contact as needed.

4.    Attends meetings, training and inservices as required.

 

5.      Performs all other functions designated by the Juvenile Act or by Order of the Court, or as directed by the Supervisor or Director. 

SUPERVISION RECEIVED

 

Receives occasional instruction and some supervision from the Juvenile Supervisor and/or Director in regard to daily work duties.

WORKING CONDITIONS

1.         Work indoors in adequate workspace, temperatures, ventilation and lighting.

2.      Moderate exposure to stress; normal exposure to noise and disruptions.

3.         Normal indoor exposure to dust/dirt.

4.    Works in conditions of potential outbursts or disruptive behavior of clients.

5.        Travels daily during all seasons and is exposed to outdoor elements, including snow and icy roadways.

6.      Enters offender's homes and structures, which may be in poor condition.

 

7.   Potential exposure to infectious diseases.

PHYSICAL AND MENTAL CONDITIONS

1.        Must possess ability to record, convey and present information, explain procedures and follow directions.

2.        Must be able to sit and drive frequently throughout the workday, with intermittent periods of standing, walking, bending, twisting and reachi g as necessary to carry out job duties.

3.   Dexterity requirements range from coordinated to simple movements of fingers/hands; feet/legs; torso as necessary to carry out duties.

4.       Must be able to physically and mentally react quickly in the event of a disturbance or physical outbreak.

 

5.         Must be able to pay close attention to details and concentrate on work.

QUALIFICATIONS

EDUCATION: Bachelor's degree in criminal justice, administration of justice, rehabilitative sciences or related field.

WORK EXPERIENCE: None required; one to two years' experience working in one or more of the: following fields preferred:  Juvenile Probation, Adult Probation, Drug and Alcohol, Mental Health, juvenile residential facilities or juvenile service providers.

 

ADDITIONAL REQUIREMENTS

-Pre-Employment urinalysis

-Criminal History/Child Welfare check

-Psychological testing

-Ability to pass training for new juvenile probation officers

-Ability to pass Probation Officer Firearms Academy if opting to carry a weapon

Note: This officer will possess limited arrest powers and the option of carrying a firearm.

Must not appear on Preclusion Lists as defined by "Pennsylvania's Medical Assistance Bulletin 99-11-05 Provider Screening of Employees and Contractors for Exclusion from Participating in Federal Healthcare Programs."

KNOWLEDGE, SKILLS AND ABILITIES REQUIRED

1.        Must be able to understand and speak the English language in an understandable manner in order to carry out essential functions of job.

2.      Must possess good communication and interpersonal skills.

3.     Must possess the ability to function independently, have flexibility and the ability to work effectively with offenders, their families, co-workers, staff and outside agencies.
