Air National Guard Units PHYSICAL SCIENTIST in Fort Wayne, Indiana

Summary THIS IS AN INDIANA NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION This position is in the Excepted Service under the authority of Title V, P.L. 114-328, Sections 932 and 1084 (FY17 NDAA) This position is part of the IN 122nd Fighter Wing, Indiana National Guard under Position Description Number T5210000. Responsibilities Manages a most complex, highly technical environmental management and protection program and serves as the installation’s single most knowledgeable expert on DoD, AF, ANG, EPA state specific environmental laws and regulations. Manages the entire Planning, Programming, Budget and Execution (PPB/E) for the installations environmental quality (EQ) program area. Prepares and guides implementation of environmental program plans. Serves as an active member of the installation Design Working Group (DWG) accomplishing short term and long range planning in conjunction with Civil Engineering for future military construction and renovation projects. In accordance with the Environmental Impact Analysis Process (EIAP)statutory requirements, the incumbent is responsible for evaluating the environmental impact of construction and renovation projects. Plans and schedules work in a manner that promotes a smooth flow and even distribution. Performs other duties as assigned. Requirements Conditions of Employment Qualifications General Experience: Professional knowledge and abilities applicable to a wide range of environmental engineering duties; and the skill to modify standard practices and adapt equipment or techniques to solve a variety of problems; adapt precedents or make significant departures from previous approaches to similar projects to provide for the specialized requirements of projects; and apply standard practices of related engineering disciplines as they relate to environmental engineering functions. Educational Requirement: 1. Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. The nature and quality of this required course work must have been such that it would serve as a prerequisite for more advanced study in the field or subject-matter area. OR 2. Combining Education and Experience: The quality of the combination of education and experience must be sufficient to demonstrate that the applicant possesses the knowledge, skills, and abilities required to perform work in the occupation, and is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field. In addition to courses in the major and related fields, a typical college degree would have included courses that involved analysis, writing, critical thinking, research, etc. These courses would have provided an applicant with skills and abilities sufficient to perform progressively more responsible work in the occupation. Therefore, creditable experience should have demonstrated similarly appropriate skills or abilities needed to perform the work of the occupation. For the GS-12 would require Ph.D. or equivalent doctoral degree level education. Specialized Experience: At least 1 year of qualified experience at the next lower grade or equivalent experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. In depth knowledge of environmental sciences and related disciplines, the effect of actions and technology on the environment, the means of preventing or reducing pollution, and the relationship between environmental factors and human health and well-being. Detailed knowledge of analytical and evaluative methods and procedures, and skill in evaluating related operations sufficient to analyze standards, procedures, and work processes to continually improve them to meet customer requirements and to ensure compliance with regulatory provisions. Comprehensive working knowledge of pertinent laws, regulations, policies, and precedents affecting the Installation Environmental Management Program to include federal/state/local/DoD/AF/ANG requirements. Knowledge and skill sufficient to adapt standard practices, equipment, or techniques in preparing specifications and designs (or monitoring those prepared by others) for the improvement or alteration of existing or the eventual construction of new facilities. Comprehensive knowledge of Environmental Protection Programs that involve federal/state compliance procedures and standards associated with pollution prevention, hazardous waste management/minimization, recycling and environmental impact. Additional Information This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.
