U.S. Army Corps of Engineers Program Analyst Data Quality Analytics Visualization in Fort Shafter, Hawaii

Summary About the Position: Serves as POD's information and data management expert. Prepares and analyzes programmatic information for national and regional governance forums. Manages the overall application and report generation of the various AIS used by USACE and POD. This is a developmental position. Preferred duty location is Fort Shafter, HI but management may consider filling the position remotely with a highly qualified individual. Responsibilities At the full performance level - Serve as Pacific Ocean District's information and data management expert. Provide data quality, visualization, and analysis for national and regional governance forums for all assigned programs Responsible for coordinating, training, coaching, facilitating and mentoring the report writers and P2 users and ensuring that the HQUSACE strategic plan, mission, vision and values are communicated. Responsible for being cognizant and aware of all aspects of subordinate district related operational activities in assigned areas and for keeping management fully advised as to the current status of issues and problems. Develop the Division’s overall program management plan to ensure uniformity of program and project management processes. Provide leadership for Program Analysts throughout the region that support Military and Civil Missions/Programs. Specialized Experience: GS-12: One year of specialized experience which includes understanding the requirements of a project to perform analytic evaluations to determine project schedules; preparing and presenting briefings to superiors. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). GS-13: One year of specialized experience which includes providing technical assistance with data quality, analytics, and visualization for reporting division programs and projects, such as but not limited to, preparing and analyze programmatic information for cohesiveness to with reports and professional products for HQs, regional, and district staff; Develop and deliver reports and products to facilitate decisions by General Officer and Senior Executives; Develop and implement project plans to meet objectives, in accordance with best business practices; Prepare trend analysis and analytical evaluation for recommendations on courses of action; Use of Automated Information Systems (AIS) such as CEFMS, RMS, P2, EDW and other like systems. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). You will be evaluated on the basis of your level of competency in the following areas: Time in Grade Requirement for GS-12: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). Time in Grade Requirement for GS-13: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12). Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone. Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required.
