Summary About the Position: This position is located at Fort Novosel, Alabama, home of the Aviation Center of Excellence. Serves as a Program Analyst for the Aviation Center of Excellence (AVCOE) G1 which includes Fort Novosel, AL, Fort Eustis, VA and Fort Huachuca, AZ. Primary emphasis is with the effectiveness and efficiency of civilian programs and operations. Responsibilities Serve as Program Analyst for the Aviation Center of Excellence (AVCOE) which includes Fort Novosel, AL, Fort Eustis, VA and Fort Huachuca, AZ. Provide management support services in the areas of program cost analysis, fiscal planning, and development of annual work-plans for organizations whose operations are interrelated and unpredictable. Plan, conduct and implement/participate in complicated analytical studies of structures, proposed reorganizations and/or realignment of AVCOE functions. Research, analyze, develop, write and coordinate Command policy dealing with organizational resource functions. Conduct program evaluation, analysis, design and implementation of Command-wide personnel programs and guidance. Assist G-8 in the analysis, development, monitoring and execution of the Command’s civilian personnel budget and the forecasting of funding requirements. Specialized Experience: To qualify based on your experience, your resume must describe one year of specialized experience which includes: (1) Analyzing mission and organizational functions to resolve complicated problems for long term goals; (2) Evaluating organizational needs by conducting statistical studies of resource requirements; and (3) Providing guidance, conducting assessments, identifying TDA deficiencies, proposing changes and implementing corrective action. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
