Wittenberg Weiner Consulting LLC Strategic Planning and Policy Analyst in Fort Meade, Maryland

CeLeen, and operating firm of Command Holdings, is seeking a Strategic Planning and Policy Analyst to support the Personnel Security Division of the Defense Counterintelligence and Security Agency.

Responsibilities may include, but are not limited to:

  • Analyzing queries and taskers, and collecting and consolidating materials for Government leads to use when drafting responses to policy, procedural and transformation queries.

  • Assisting with the development of tools, such as surveys for Government managers, supervisors, trainers, line employees, etc., which will be used by the Government to assess engagement, professional development, communications, work satisfaction and other workforce matters.

  • Supporting the creation of baseline training/education products to inform the workforce on all aspects of the Personnel Security (PS) mission’s end-to-end process, showcasing the whole Trusted Workforce holistic security ecosystem and PS’s role.

  • Developing and updating fact sheets, procedural guides, and training aids, to inform the workforce and stakeholders on new policies and procedures to facilitate learning.

  • Supporting policy functions/initiatives through the creation of narratives, presentations, visual depictions, and other materials for mission related enterprise senior level engagements.

  • Facilitating working groups and team meetings enabling policy and procedure execution strategies and assisting with the development of the agenda and meeting minutes.

  • Providing deep dive reviews and provide written feedback on internal and external policies, instructions, memos, communications and other products to recommend actions.

  • Collecting, drafting, coordinating, updating, and providing talking points (briefing materials) for PS and Senior Leadership Conferences, meetings, and Hearings.

  • Providing strategic and management consulting in support of the Agency’s mission oriented business functions.

  • Coordinating with Government leadership and stakeholders to create narrative and visual content; flow charts and diagrams for mission and workforce products in response to routine and ad-hoc requests.

  • Providing logistical support for Town Halls, site visits and other PS off-site engagements.

  • Providing technical and subject matter support to the Chief of Staff on mission, administration, and workforce efforts.

  • Creating agendas and recording, documenting, and disseminating PS meeting minutes.

Work Environment:

  • Moderate noise (i.e. business office with computers, phone and printers) and /or occasional Loud noise (airfield, large equipment).

  • Ability to sit at a computer terminal for an extended period of time.

Physical Demands:

  • While performing the responsibilities of the job, the employee is required to sit, stand, talk, and hear.

  • Employee is often required to sit and use their hands and fingers to operate a computer.

Travel:

  • 10-20% / Minimal travel.

Requirements

Basic Qualifications

  • Bachelor’s Degree.

  • Current, active Top Secret security clearance.

  • Seven (7) years of experience developing and executing management strategies for Federal Government.

  • Experience developing and executing strategies.

  • Experience tracking and reporting the effect of change strategies.

  • Experience facilitating working groups to resolve complex policy issues.

  • Experience creating professional policy products.

  • Strong analytical, problem-solving, interpersonal, organizational, grammar, and editorial skills.

  • Exceptional written and verbal communication skills.

  • Demonstrated proficiency in using all Microsoft Office applications.

  • Professional proficiency in English is required.

  • Outstanding communication skills, influencing abilities, and client focus.

  • Applicants must be currently authorized to work in the United States on a full-time basis. CeLeen will not sponsor applicants for work visas for this position.

Preferred Qualifications

  • Master’s degree preferred in Political Science, Foreign Affairs, Organizational Management, Communications, Law, Government, Politics, or relevant field.

  • Experience working with the Department of Defense.
