Responsibilities Plans, designs and conducts studies and analyses of complex plans, programs and projects to identify and propose solutions to management problems in the area of service acquisitions and management. Provides authoritative advice and assistance to program and project personnel during the initial planning phases of assigned programs to ensure proper consideration of management factors as well as technical factors involved in successful programs. Prepares and presents briefings and reports to high level managers within the Organization and other components. Perform Program Management, contract management and management oversight on contracts. Serves as a Subject Matter Expert (SME) on the Acquisition System, Program, Planning, Budgeting and contracting laws and policies. Requirements Conditions of Employment Qualifications Qualified applicants must possess: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade GS-12 within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as experience planning, designing, and conducting studies and/or analyses of plans, programs and projects related to establishing contracts, providing advice and assistance to stakeholders and preparing and presenting briefings and/or reports to management. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education Education is not substitutable for specialized experience for this grade level. Additional Information Recruitment, relocation, or retention incentives MAY be authorized. Telework availability will be based upon the mission requirements and supervisory determination. Selections are subject to restrictions resulting from DoD Program for Stability of Civilian Employment. A one year probationary period may be required. This position is covered by a bargaining unit. This position is Exempt from the Fair Labor Standards Act. The incumbent must obtain Acquisition certification in the Program Management Functional Area at the Practitioner (Tier 2) Functional Tier within 60 months of entry into this position, in accordance with DoD Instruction 5000.66, Defense Acquisition Workforce Education, Training, Experience, and Career Development Program. The incumbent must also achieve 80 hours of Continuous Learning Points (CLPs) every two years in accordance with the 4th Estate Director for Acquisition Career Management (DACM) Common Continuous Learning Cycle (unless prorated) from the time they are appointed to an Acquisition Workforce position, both while working toward and after obtaining the required certification.
