SUMMARY This position is responsible for providing personnel procedures at a specified work site. ESSENTIAL DUTIES AND RESPONSIBILITIES Prepares announcements, ads and postings for job vacancies. Accepts applications and maintains files. Perform outreach and maintain files for minority and veteran recruitment. Assist with interviews and applicant selection. Ensures background screening is completed. Reviews and updates job descriptions. Provides onboarding and orientation to new employees. Maintains benefit information and assists employees with questions, changes and/or problems. Prepares appropriate paperwork for reimbursements or special deductions. Obtains employees signature and forwards to payroll in a timely manner. Schedules and oversees quarterly random screenings. Maintain required licensing and certification files and provide updates to DPW. Enter all new employees, termination of employees and employee changes into appropriate data base and time keeping systems. Conducts investigations into employee relations. Mediate issues where possible and provide reports and information to Project Manager and HR Director. Provides assistance to management on hiring, firing, discipline, and performance evaluations. Maintains personnel, benefits, background, and termination files. Implements HR policies and procedures. Ensures compliance with federal, state, and local labor laws and regulations. Maintains confidentiality and handles sensitive information. Performs other duties as required or assigned. EDUCATION and/or EXPERIENCE High School Diploma or equivalent. Associates Degree and/or a minimum of three (3) years experience in personnel. A valid Missouri Drivers License. Ability to maintain military gate pass access are required. Proficient in HR software and Microsoft Office Suite. Must be familiar with federal, state, and local labor laws and regulations. Experience with a union workforce preferred. COMMUNICATION SKILLS Must have the ability to respond to common inquiries or complaints from customers, managers and staff members. Ability to write reports. Must have the ability to effectively present information and respond to questions from managers, fellow employees and customers. REASONING ABILITY Must be able to read and interpret various information to ensure procedures are followed. PHYSICAL DEMANDS The employee is frequently required to stand, walk, sit, use hands to finger, handle, or feel, reach with hands and arms, and talk or hear. WORK ENVIRONMENT The employee will work in an office environment.
