U.S. Army Training and Doctrine Command Training Information Systems Specialist (Systems Analysis) in Fort Eustis, Virginia

Summary About the Position: Serves as a functional expert and advisor on training and educational products and information management for institutional and individual training requirements. Subject matter expert (SME) on analysis, design, development, implementation, management, and automation of individual and collective training products for Army schools, institutions, academies, and selected information distributed to other systems such as Digital Training Management System (DTMS) for use in units. Responsibilities Conducts analyses, reviews applicable regulations, and develops functional requirements for information technology systems that support Army training and education. Identifies, validates, and recommends prioritization of functional and technical requirements for information management. Assists Training and Doctrine Command (TRADOC) proponents and agencies in the analysis and identification of requirements implementation strategies for information technology systems that support Army training and education. Develops, coordinates, and reports on actions relevant to requirements strategies that standardize and/or improve functionality processes for application and system materiel development support to enhance usability and achieve required functionality. Develops all the required information, reports on the analysis and findings, and participates in the implementation according to the execution guidance based on the phased execution schedules. Develops and/or presents briefings, information, and decision papers to help educate and inform external audiences on products and services supported by the organization. To qualify for the GS-09: Specialized Experience: One year of specialized experience which includes assisting with the development of training product guidance and operational instructions for functional proponents and user communities. OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in any field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. To qualify for GS-11: Specialized Experience: One year of specialized experience which includes 1) assisting in the development of functional requirements for information technology systems and applications that support training and education; AND 2) analyzing training products to determine institutional and individual training management requirements. OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in any field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. To qualify for GS-12: Specialized Experience: One year of specialized experience which includes 1) interpreting regulations and policies for training development and resource activities; 2) identifying and analyzing current and potential issues in automated training systems such as Training Development and Training Requirements Analysis System (TRAS) or Army Training Information System (ATIS) to determine their impact on system-wide and local procedures; AND 3) developing functional requirements for information technology systems and applications that support training and education. You will be evaluated on the basis of your level of competency in the following areas: Administration and Management Attention to Detail Reasoning Technical Competence Technology Application Writing Time in Grade Requirement for GS-09: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07). Time in Grade Requirement for GS-11: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09). Time in Grade Requirement for GS-12: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). Education FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
