Description of Work Unit

The Infectious Disease Research Center ( IDRC ) at the foothills campus of Colorado State University is a unique and lively hub of translational biology that integrates academic research, entrepreneurial companies, and a world-class bio-manufacturing operation unified under one roof. Featuring one of the nation’s most significant infrastructures for working with high consequence pathogens, industry and academic researchers can mingle as they apply cutting edge biotechnology tools to address some of the world’s most pressing health threats. Bio-manufacturing of drugs to be used in clinical trials is performed under FDA regulated conditions within a high containment environment.

BioMARC is a contract manufacturing organization ( CMO ) of FDA regulated products. It was created to fill an industry need for higher containment biologic manufacturing. BioMARC is a nonprofit CMO owned and operated by CSU ,and was created to translate and produce biopharmaceutical products for non-clinical, clinical, and commercial use under Biosafety level 2, 3 and Select Agent biosecurity conditions. In addition to manufacturing and testing services, BioMARC offers product and process development services, which includes the creation of development programs focused on implementing cGMP regulations and scalability issues.

Position Summary

Under the supervision of the Director and Senior Project Manager, the Project Manager III is responsible for organizing, leading and directing teams to support cGMP campaign activities, as well as to support BioMARC’s overall facility and business operations. The Project Manager is responsible for multi-institutional client and external collaborator communication throughout the project and during non-standard working hours, as needed to facilitate project decisions and client communication.

The Project Manager is required to build, maintain, manage and utilize the basic infrastructure of each assigned project’s work plan (in collaboration with team leaders) to manage and coordinate each project team and successfully complete complex, interdisciplinary tasks on-time. The Project Manager is responsible to be available for project support to internal multi-disciplinary teams during non-standard working hours, as needed to facilitate project activity. A “Project” can be the scope of work related to externally funded deliverables or may be internally derived objectives.

Required Job Qualifications

  • Bachelor’s degree in the Sciences, Medicine, Business, Liberal Arts or other with 5 years’ of work related experience

OR

  • Master’s degree in the Sciences, Medicine, Business, Liberal Arts or other with 2 years’ of work related experience.

OR

  • PhD

Preferred Job Qualifications

  • Certification or Training specific to project management education.

  • Experience in a contract development and manufacturing organization

  • Experience in management/administrative support of biopharma activities, with knowledge of pricing models and billing procedures.

  • Practical knowledge of requirements, principles, and procedures related to working in a FDA and BioSafety Level 3 regulated environment.

  • Ability to supervise and coordinate assignments that are complex in nature and require considerable judgment, initiative, technical and/or specialized knowledge to resolve problems and recommended solutions.

  • A proven track record of successful project management with completion of objectives on time and within budget parameters.

  • Experience using Microsoft 365 Planner, Project and SharePoint for project teamwork communication, and monitoring.

  • Communicate with outside experts effectively, both by written and spoken word.

  • Responsible for creation and management of a project’s mission, deliverables, resources, key participants (internal and external), deadlines, gaps and risks, in collaboration with interdisciplinary team leaders.

  • Independently analyze complex interdepartmental activities in relation to the project scope, schedule and budget to identify risks, contingencies and alternatives.

  • Must consistently exercise discretion and judgment to meet project objectives.

  • Complete a wide range of project management activities including management of complex schedules and timelines, efficient contractual change control management, cross-team leadership, risk mitigation, client communications, etc.

  • Manage, lead and coordinate routine client communications including team meetings, client meetings, and inter-company document management.

  • Responsible for the supervision of 1-5 associates and/or administrative professionals directly tied to the Project Management staff.

  • Perform various project management tasks without established procedures by determining methods and procedures within project scope and parameters.

  • Create and manage sophisticated schedules and planning tools for multiple departments using Microsoft Office software, such as MS Project, MS Excel, MS Visio, Planner, and SharePoint.

  • Required to manage and record complex meeting action/discovery items, prepare meeting agendas and disseminate project information.

  • Supports BioMARC departmental managers/supervisors in the facilitation and motivation of project teams and team members.Supports team leaders in identifying critical path issues/solutions and task/resource prioritization to maintain schedule and budget.

  • Keep the Director and Supervisor (Senior Project Manager) informed of the status of the each project’s deliverables, schedules, quality and deficiencies. *Create/implement/execute written project work plans for manufacturing and/or scientific research projects.

  • Coordinates strategic and tactical administrative tasks within the organization, other departments within BioMARC, the university and our sponsors. Applies extensive knowledge of the job skills, BioMARC and university policies and procedures to complete complex, specialized assignments/tasks in creative and effective ways. Works on assignments that are complex in nature and require considerable judgment, initiative, and technical/specialized knowledge to resolve problems and/or develop recommended solutions.

  • Facilitate financial management of assigned contracts by procuring materials and equipment through the university purchasing system for all projects and general operations.

  • Accurately forecast revenue, margins, bill rates and utilization.

  • Assure project’s legal and quality documents are completed and signed.

  • Manage project budgets and determine appropriate revenue recognition.

  • Ensure accurate invoicing, monitor receivables as well as deliverables.

  • Consistently follow-up with clients regarding unpaid or unrecognized invoices.
