Description of Work Unit

CEMML is a research, education and service unit within the Warner College of Natural Resources at Colorado State University ( CSU ). CEMML applies the latest and most appropriate science to promote the sustainable management of natural and cultural resources on Department of Defense (DoD) and other public lands. We provide technical support, conduct applied research, and offer career development and learning opportunities to support resource stewardship. We collaborate with our sponsors and within CSU to resolve complex environmental issues, leaving a legacy of science-based decisions that sustain our resources for future generations.

Position Summary

A Natural Resource Specialist position is available with Colorado State University’s ( CSU ) Center for Environmental Management of Military Lands ( CEMML ). The position will provide program management support, surveillance, oversight, and technical expertise for the Air National Guard ( ANG ) Readiness Center at Joint Base Andrews in Maryland.

The specialist will support the ANG’s Natural Resource and Pest Management programs in the 54 states and territories. The overall duties are related to topic areas including hydrology, ecology, riparian or wetland management, fish and wildlife, forestry and vegetation, land management, outdoor recreation and access, wildland fire, invasive species and pest management, and avian and wildlife conflict prevention.

The specialist will provide program management support; possess biological technical expertise; be able to evaluate natural resources studies and surveys; review and comment on projects, studies, and surveys for accuracy, professional writing and analysis and regulatory compliance; provide general database, GIS , GeoBase support; understand pest management; and provide editorial support as needed. This specialist will need a customer service orientation as they will be responsible for coordinating with ANG NEPA , Air Quality, Cultural Resources, and Civil Engineering programmers and managers, and with installation personnel at more than 160 ANG installations.

Required Job Qualifications

  • Bachelor’s degree in biology, natural resources, or related field is required.

  • A minimum of five years of relevant work experience that demonstrates the knowledge, skills, and abilities in natural resources and/or pest management and interpretation of environmental processes, policies, and regulations to successfully assist natural resources and pest management programs at ANG installations.

  • Have demonstrated knowledge and experience technically reviewing, analyzing, and commenting on natural resources studies, surveys, reports, and Integrated Natural Resources and Pest Management Plans.

  • Have demonstrated knowledge and experience working with and/or managing aerial photographs and design plans, conducting avoidance and minimization analysis, quantifying impacts, and identifying alternatives to reduce impacts to natural resources. Other training and skills pertaining to the position will be considered.

  • Experience developing natural resources studies, surveys and projects language for inclusion into Performance Work Statements and overseeing contractor implementation of contract tasks from initial programming and planning to the conclusion of the project, with little to no supervision.

  • Thorough understanding of most standard computer programs, as well as proficiency in database management and SharePoint Systems.

  • Excellent oral and written communication skills are required.

  • Must demonstrate knowledge of Department of Defense (DoD) policies and processes and military culture in general.

  • Demonstrated knowledge working with all laws and regulations that govern natural resources and have demonstrated experience carrying out review and compliance activities under those regulations.

  • Must have a valid driver’s license or the ability to obtain a driver’s license by the employment start date.

  • The successful candidate must be legally authorized to work in the United States by the proposed start date. CEMML will not provide visa sponsorship for this position.

Preferred Job Qualifications

  • Highly qualified candidates will have a master’s degree in natural resources or a related field.

  • Experience working in a highly structured organization such as a governmental agency, the military, or corporations with clearly established lines of authority, procedures, and protocols is desirable.

  • Demonstrated experience acting with diplomacy and discretion at all organizational levels, working with a wide range of information, organizing details, and meeting deadlines is preferred.

  • Knowledge of Air Force Instructions and Manuals, directives, guidance, and processes is highly desirable.

  • Possess professional certifications in their perspective area of expertise (e.g., pest and invasive species management, herbicide applicator licenses, wetland identification and delineation, erosion and sediment control inspections, and professional natural resources management).

  • Prior experience with VEMO , Air Force eDash, ANG GeoBase, and other DoD database management systems is a plus.

  • Previous experience at the GS-12 equivalent is beneficial.

  • Project management and/or process management certification highly desirable (e.g., PmP, Lean Six Sigma, etc.)
