Description of Work Unit

CEMML is a research, education, and service unit within the Warner College of Natural Resources at Colorado State University ( CSU ). CEMML applies the latest and most appropriate science to promote the sustainable management of natural and cultural resources on Department of Defense (DoD) and other public lands. We provide technical support, conduct applied research, and offer career development and learning opportunities to support resource stewardship. We collaborate with our sponsors and within CSU to resolve complex environmental issues, leaving a legacy of science-based decisions that sustain our resources for future generations.

LOCATION :

Fort Liberty, one of the largest military installations in the United States, is the home of the 82nd Airborne Division and headquarters of the XVIII Airborne Corps, US Army Special Operations Command, Joint Special Operations Command, and US Army Reserve Command. Fort Liberty is located in the Sandhills region of southeastern North Carolina, near the city of Fayetteville, approximately 50 miles south of Raleigh and 100 miles from Carolina Beach. The surrounding area offers numerous historic sites, museums, colleges and universities, entertainment venues, parks, and recreation centers.

Position Summary

An Historic Preservation Specialist position is available with the Center for the Environmental Management of Military Lands ( CEMML ) and Colorado State University at Fort Liberty, North Carolina. The Historic Preservation Specialist provides on-site technical support to the Cultural Resources Management Program ( CRMP ) within the Directorate of Public Works ( DPW ) at Fort Liberty, North Carolina, a US Army installation.

The Specialist is responsible for projects pertaining to historic buildings, districts and landscapes at Fort Liberty, Pope Army Airfield ( AAF ), Simmons AAF , and Camp Mackall. The duties and tasks assigned to the Specialist facilitate compliance with the National Historic Preservation Act ( NHPA ), Army Regulations, and the installation’s Integrated Cultural Resources Management Plan ( ICRMP ). The Specialist works closely with the CRMP Architectural Historian, program archaeologists, NEPA coordinators, and other DPW personnel to review undertakings, inventory and evaluate historic properties, monitor and document building conditions, execute mitigation projects, draft reports, conduct research, develop historic contexts, and assist in Section 106 consultations with the State Historic Preservation Officer ( SHPO ), the Advisory Council on Historic Preservation ( ACHP ), and consulting Tribal Historic Preservation Officers (THPOs) as assigned.

Required Job Qualifications

  • BS/BA in historic preservation, architectural history, public history, history, or a related field

  • Three (3) or more years of relevant work experience in the areas of cultural resources management or historic preservation.

  • Detailed knowledge of current cultural resources management and historic preservation laws, policies, and practices, including the National Register of Historic Places ( NRHP ) criteria, the Secretary of the Interior’s Standards & Guidelines, and the Section 106 process.

  • Experience working with features of the built environment, including landscapes, structures, and buildings.

  • Strong organizational and time-management skills with the ability to establish priorities and coordinate multiple assignments.

  • Experience communicating technical information clearly and concisely, both orally and in writing

  • Have a thorough understanding of most standard computer programs, including Microsoft Office suite and Adobe suite.

  • Must have a valid driver’s license or the ability to obtain a driver’s license by the date of employment.

  • The successful candidate must be legally authorized to work in the U.S. by proposed start date; CEMML will not provide visa sponsorship for this position.

Preferred Job Qualifications

  • MS/MA in historic preservation, architectural history, public history, history, or a related field.

  • Meets the Secretary of the Interior’s Professional Qualification Standards for Historic Architecture, Architectural History, or History (see 36 CFR 61).

  • Highly qualified candidates will also demonstrate professional expertise in working with U.S. federal historic preservation laws and regulations that govern cultural resource management (e.g., Section 106 and 110 of the National Historic Preservation Act) and have experience consulting with SHPO and ACHP regarding compliance.

  • Experience in architectural design, landscape design, community planning, and/or ability to draft and interpret architectural drawings and specifications.

  • Experience with documentation and research of historic properties, such as the preparation of historic property surveys, determinations of NRHP eligibility or NRHP nominations, or Historic American Buildings Survey/Historic American Engineering Record ( HABS / HAER ) documentation.

  • Practical experience with the daily management of historic properties, such as project review, implementation of design guidelines, application of the Secretary of the Interior’s Standards, or building monitoring.

  • The most highly qualified candidates will demonstrate knowledge of cultural resource/historic preservation issues on U.S. military installations and extensive knowledge of Department of Defense polices and processes related to cultural resources management and historic preservation, as gained through working for, or with, the Department of Defense.

  • Assist the Architectural Historian in the review of undertakings involving historic buildings, districts and landscapes. Implement the Secretary of the Interior’s Standards and installation design guidelines. Coordinate with architects and engineers to ensure project designs are developed with sensitivity to NHPA compliance. Facilitate Section 106 compliance and SHPO consultations.

  • Survey unevaluated properties to identify potential historic buildings, districts and landscapes, and draft survey reports as assigned.

  • Conduct research and write historical contexts for historic properties as assigned.

  • Document historic properties through photography, architectural drawing, and verbal description as assigned.

  • Evaluate the eligibility of properties for listing in the NRHP as assigned.

  • Update the inventory of historic buildings, districts and landscapes.

  • Monitor historic buildings, districts and landscapes.

  • Regularly and routinely communicate with NEPA coordinators, other Environmental Management Branch staff, and personnel in other areas of Division of Public Works, including Master Planning Division, Engineering Division, and Operations & Maintenance Division, as well as Army personnel and contractors via in-person meetings, teleconferences, and email to provide technical expertise and guidance regarding all tasks.

  • Maintain and update hard copy project files, including correspondence, progress reports, data, project notes, and meeting minutes.
