Defense Logistics Agency Procurement Analyst in Fort Belvoir, Virginia

Responsibilities Incumbent is the agency's expert in Procurement system functionality and business capabilities and has a major role in determining how the Procurement process is executed, including system changes or other process improvements. Serves as lead specialist over Procurement process issues and problems of particularly high visibility and criticality to the agency. Identifies, develops, and manages process-specific Key Performance Indicators (KPls) and metrics. Serves as analyst and advisor to the Procurement Process Owner (PO)/Process Cycle Integrator (PCI) and other senior agency management on Procurement program/process improvement initiatives. Serves as the development and implementation of policies and procedures for the Procurement process area. Regularly advises the PCI in defining goals and objectives related to KPls and metrics. Monitors and analyzes KPls and metrics to determine if the results meet the defined goals and objectives set forth and provides expert advice on the effectiveness and suitability of deploying new enterprise process initiatives. Auditability-participates in the creation of and actions pertaining to Procure to Pay (P2P) Process as well as internal controls and compliance test planning and execution. Participates in activities across the Process Health/Process Owner network where P2P support is required to ensure cross process integration and success. Represents P2P in cross process discussions ensuring cross-functional integration across all process health and process owner areas. Supports audit requirements and requests from Auditors and Program Management Office. Responsible for interpreting regulatory requirements that impact the Procurement process area and coordinating the response to the major Congressional, General Accounting Office (GAO), or IG investigations, audits, and/or inspections. Provides expert advice for the development and implementation of enterprise-wide policies for the Procurement functional process. Studies current and proposed policies and assesses impact on processes, procedures, systems, and data, as well as on customer and supplier organizations. Mastery of all contracting methods, concepts, governing regulations, principles, practices, policies, laws, precedents and guidelines governing the Procurement process, such as the Federal Acquisition Regulation(FAR). Responsible for the extraction, analysis, and visualization of procurement data to empower enhanced decision making. Additionally, aids in the curation and management of procurement data to ensure data quality, accessibility, and accuracy. Requirements Conditions of Employment Qualifications To qualify for a Procurement Analyst, your resume and supporting documentation must support: A. Basic Contracting Requirement: A.) A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees OR B.) a current civilian employee in DoD or member of the Armed Forces, who occupied an 1102 position, contracting officer position, or comparable military contracting position with authority to award or administer contracts above the simplified acquisition threshold on or before September 30, 2000, are excluded from the requirements of "A)" above. B. Critical Acquisition Position (CAP) Requirement: 4 years of acquisition experience. C. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. In addition to meeting the Basic Contracting and CAP Requirements above, to qualify for the GS-14 grade level, specialized experience must be at the GS-13 grade level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time- after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Utilizes knowledge and experience of Federal/DoD/DLA procurement systems, policies, and processes to develop, implement, evaluate, and improve these areas. Effectively applies analytical principles and techniques. Develops long-range goals and objectives to enhance programs in direct support of the acquisition community and in line with overall agency strategic goals and initiatives. Performs as lead analyst over procurement issues and problems of particularly high visibility and criticality to the agency. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study. FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. Additional Information Position is a DoD Critical Acquisition Position & requires DoD Acquisition Contracting, Professional (Foundational) certification within required timeframes.
