Defense Logistics Agency Human Resources Specialist in Fort Belvoir, Virginia

Responsibilities As a Workforce Planner, the incumbent is responsible for the design, planning, implementation, coordination and tracking of a wide variety of workforce initiatives, projects, and programs. Workforce planning program manager overseeing one or more HR Services contracts or CLINS, the incumbents' duties and responsibilities encompass a range of tasks to ensure the successful execution of Strategy Initiatives. Analyze workforce trend data from Federal government sources and databases to project future workforce trends, conduct maturation studies, and identify resource requirements. Lead strategic and operational workforce planning activities, including workforce demand analysis, workforce supply analysis, gap analysis, and mission critical occupational series analysis. The incumbent will partner with customers to understand their needs and lead the design, implementation, and evaluation of high-quality solutions to improve performance and maximize employee engagement. The Workforce Planner will also collect qualitative and quantitative data through surveys, interviews, and/or focus groups, conducting statistical analyses to support human capital decision making. Requirements Conditions of Employment Qualifications To qualify for a Human Resources Specialist, your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Analyzing and applying Human Resources (HR) laws, regulations, and procedures to workforce planning and human capital initiatives; developing, implementing, and managing multiple or ongoing programs and projects; and leading special projects, studies, or teams critical to resolving workforce planning and human capital issues. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education Substitution of education may not be used in lieu of specialized experience for this grade level.
