Joint Services and Activities Supported by the Office, Secretary of the Army FINANCIAL MANAGEMENT ANALYST in Fort Belvoir, Virginia

Summary About the Position: Serves as a Financial Management Analyst for the Office of the Administrative Assistant to the Secretary of the Army (OAA), in the Business Compliance Division (BCD) of the Resource Services Directorate, with responsibility for implementing and sustaining General Fund Enterprise Business System (GFEBS), GFEBS-SA, DTS, G-Invoicing and other financial systems to improve performance, standardize processes, and ensure HQDA meets its future financial management needs. Responsibilities Conduct thorough analysis of federal policies (i.e., Department of Defense and Depart of Army Policies) to ensure that financial programs are in compliance. Utilize audits of financial data to ensure proper use of government financial systems by users. Use compiled financial data to provide expert advice to senior leadership Monitor activity of feeder systems which integrate with government financial systems to support compliance with internal controls. Review statistical data to recommend effective financial management program changes to higher authorities. Provide guidance and oversight for Career Program 11 (CP-11) training and serve as the OAA Component Administrator for the DoD Financial Management Certification Program. GS 11 Specialized Experience: One year of specialized experience equivalent to the GS-09 grade level in the Federal service which includes (1) Managing the Defense Travel System, and other financial management, accounting, budget, and resource management systems; and (2) Advising managers on changes in policy and program operations, and identifying trends in receipts, obligations, and expenditures of funds for travel activity, and determining the root causes of program issues and to include developing internal management controls. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: finance. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09). GS-12 Specialized Experience: One year of specialized experience equivalent to the GS-11 grade level in the Federal service which includes (1) Perform a variety of accounting, budgetary, administrative, and analytical functions related to financial management; (2) Utilizing various automated financial systems (such as the General Fund Enterprise Business System and Defense Travel System) to maintain financial records or compile financial reports; and (3) Preparing financial reports and assisting personnel with using the organization's financial programs, providing guidance to help with financial decisions about the organization. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-11). Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). GS-13 Specialized Experience: One year of specialized experience equivalent to the GS-12 grade level in the Federal service which includes (1) Utilizing financial management policies to provide guidance to personnel within the Business Compliance sector of the organization; (2) Collecting data to analyze program requirements; (3) Presenting/preparing financial data for senior-leadership; and (4) Managing multiple financial program areas to ensure financial management compliance with laws, regulations, and agency policies. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-12).
