Summary This position is assigned to the inpatient pharmacy located within the VA Mid­-Atlantic Health Care Network (VISN 6), Fayetteville, NC VA Medical Center, Pharmacy Service. This position is for a certified pharmacy technician above the GS-6 full performance level at the Fayetteville, NC VA Medical Center. Pharmacy technicians at this level can work autonomously, using independent judgement to perform a full range of duties. Responsibilities General Duties Accurately interpret, fills, and prepares prescriptions with appropriate medications and or medical supplies for pharmacist verification. Assures drugs and supplies are appropriately stored and secured according to USP and VA guidelines Records expiration dates in the automatic prescription dispensing system upon receipt. Perform monthly inspections to assigned areas to ensure proper storage of medications and soon to expired drugs are removed. Completes inspection reports in compliance with regulatory requirements. Completes procurement duties which include assisting with monitoring and management of physical inventory (supplies and medications). Reconstitutes oral or external medications (non-sterile). This includes calculating and converting to proper weights and measures the amount of drug or solution to be used for final pharmacist verification. Uses standard protocols to determine an accurate expiration date for each reconstituted medication. Assists in training and orientation of new staff technicians, interns, and students. Complies with all VHA, Medical Center, and Pharmacy regulations, directives, policies, and procedures. Controlled Substances Activities: These functions will be assisting in or the absence of a controlled substance technician. Appropriately restocks controlled substances items in automated secured cabinets (i.e., Pyxis), in pharmacy, or throughout the facility as assigned. Documents all controlled substance related transactions as indicated by VA and DEA guidelines. Assures that inventory counts are correct at the time of restocking and filling. Ensures that proper handoff occurs when receiving or delivering controlled substances, assuring that these medications are never left unsecured. Education or Experience. None required. For all grade levels and positions that accept both education and experience to qualify, equivalent combinations of qualifying education and experience that total at least 100% are qualifying. The combined percentage is determined by adding total qualifying experience as a percentage of the experience required for the grade level to the education as a percentage of the education required for the grade level. Certification. For positions above the full performance level, the employee must pass a national certification exam and hold an active national certification through either: 4 (1) Pharmacy Technician Certification Board (PTCB), Certified Pharmacy Technician (CPhT). OR (2) National Healthcareer Association (NHA), Certified Pharmacy Technician (ExCPT). Grandfathering Provision. Pharmacy technicians employed in VHA on the effective date of this qualification standard are considered to have met all qualification requirements for the title, series and grade held, including positive education and licensure/certification/registration that are part of the basic requirements of the occupation. Foreign Education. To be creditable, education completed outside the U.S. must be deemed at least equivalent to that gained in a conventional U.S. program by a private organization specializing in the interpretation of foreign educational credentials. Creditable Experience. To be creditable, a candidate must possess the required knowledge, skills and abilities (KSAs) associated with the scope of pharmacy technician practice. The candidate's experience must be evidenced by active professional practice. (Active professional practice means paid/non paid employment as a professional pharmacy technician.) General Experience. (1) Any type of work that demonstrates the applicant's ability to perform the work of the position, or (2) experience that provided a familiarity with the subject matter or processes of the broad subject area of the occupation. Successful completion of a course for medical technicians, hospital corpsmen, medical service specialists or hospital training obtained in a training program given by the Armed Forces or the U.S. Maritime Service under close medical and professional supervision is creditable on a month-for-month basis for general experience Part-Time Experience. Part-time experience is creditable according to its relationship to the full-time work week. For example, one week of full-time credit is equivalent to two weeks of half-time work. Quality of Experience. Qualifying experience must be at a level comparable to pharmacy technician experience at the next lower grade level. For all assignments above the full performance level, the higher-level duties must consist of significant scope, administrative independence, complexity and range of variety as described in this standard at the specified grade level and be performed by the incumbent at least 25% of the time. In addition to the basic requirements for appointment in paragraph 5, VA HR staff must use the following criteria to determine the appropriate grade assignment of candidates. Pharmacy Technician, GS-03. Education and Experience. (a) One year of post-secondary education. OR (b) Six months of general experience. OR (c) Student Technician. A student enrolled in an approved nationally accredited pharmacy technician program for an occupation identified in 38 U.S.C. 7405(a)(1)(A) or (B) may be appointed on a temporary full-time, part-time or intermittent basis under the provisions of 38 U.S.C. 7405(a)(1)(D) for a period not to exceed two years or the duration of the individual's program. Pharmacy Technician, GS-04. Education and Experience. (a) Completion of two years of post-secondary coursework related to pharmacy (e.g., 12 semester hours of science and mathematics courses). OR (b) Completion of one of the following: i Six months of experience, that demonstrated knowledge of medication or medical field practice. OR ii Successful completion of a military or nationally recognized pharmacy technician education/training program. American Society 7 of Health System Pharmacists® (ASHP), American Pharmacist Association (APHA), Accreditation Council for Pharmacy Education (ACPE), PTCB or NHA are examples of acceptable professional organizations recognizing such training programs. NOTE: Training courses recognized by PTCB and NHA are not actual certifications. Knowledge, Skills and Abilities (KSAs). In addition to the education or experience above, the candidate must demonstrate the following KSAs: (a) Ability to follow policies and procedures. (b) Ability to maintain appropriate files. (c) Ability to communicate with patients and other health professionals. (d) Ability to follow both written and verbal instructions. (e) Ability to operate office software/equipment to include, computers, software applications and printers. Pharmacy Technician, GS-05. Education or Experience. (a) Successful completion of four years post-secondary education with courses related to pharmacy (e.g., 48 semester hours of science, mathematics, pharmacy) or a bachelor's degree. OR (b) An associate's degree in pharmacy technician or technology (48 semester hours of concentrated pharmacy technician training). OR (c) One year of experience equivalent to the next lower grade level. Knowledge, Skills and Abilities (KSAs). In addition to the education or experience above, the candidate must demonstrate the following KSAs: (a) Knowledge of basic pharmacy operations. (b) Knowledge of pharmaceuticals to perform duties in pharmacy functional areas. (c) Knowledge of pharmaceutical nomenclature (including generic, chemical and proprietary names of drug). (d) Ability to fill prescriptions. (e) Ability to use pharmacy information systems or basic pharmacy dispensing equipment with oversight. Pharmacy Technician, GS-06. Education or Experience. One year of experience equivalent to the next lower level. Knowledge, Skills and Abilities (KSAs). In addition, the candidate must demonstrate the following KSAs: (a) Knowledge of Federal and state laws related to pharmacy practice. (b) Knowledge of preparation, storage and distribution of medication products including those requiring special handling and documentation. (c) Ability to use pharmacy information systems or operate pharmacy dispensing equipment. (d) Knowledge of basic inventory procedures. (e) Ability to communicate with patients and staff and direct questions to appropriate personnel. The full performance of this position is the GS-06. Physical Requirements.
