Agricultural Research Service Facility Operations Specialist in Fargo, North Dakota

Summary This position is located within the Agricultural Research Service (ARS), Field Organization, Plains Area (PA), Edward T. Schafer Agricultural Research Center located in Fargo, ND. In this position, you will ensure the Edward T. Schafer Agricultural Research Center (ETSARC) facilities are available, operational, and maintained in order to support the ETSARC mission. Responsibilities Collaborates with engineers, architects, and Primary Investigators (PIs) to ensure environmental and safety regulations and animal welfare guidelines for the facility are adhered to. Advises the Administrative Officer on required repairs of facilities to ensure safe working conditions and maintenance of biosecurity and physical security. Utilizes an electronic "work order management system" allowing work to be scheduled as well as for estimating costs, repair time, and documentation of repairs, etc. Develops and maintains an overall response plan that incorporates personnel notification lists, and response action for all utility systems failures and other major failures which may occur anytime. Develops and maintains facility drawings, blueprints, records, certifications, and permits. Incumbent maintains records on equipment, systems, and buildings, reflecting PM performed and all repairs resulting from PM inspections. Develops preventive maintenance (PM) programs covering all new and existing equipment and systems, ensuring PM plans and schedules are executed and performed in a timely manner in order to maintain operations. GS-09 Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: Qualifying experience for GS-09 includes one year of specialized experience comparable to GS-07 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience utilizing work order management systems to estimate costs, document repairs, or schedule work; operating multiple facilities following health, safety, or security policies; and developing a response plan for unscheduled repairs of equipment, systems, or buildings. OR Education: Successful completion of a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. Related degrees include engineering, industrial arts, property management, construction management, or business administration. OR A combination of education and specialized experience as described above. GS-11 Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: Qualifying experience for GS-11 includes one year of specialized experience comparable to GS-09 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience developing and maintaining the annual and long-range standard facility operation and maintenance procedures; planning, directing, and overseeing a preventive maintenance program; ensuring all critical infrastructure and associated systems receive routine maintenance; and managing associated budget plans. OR Education: Successful completion of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. Related degrees include engineering, industrial arts, property management, construction management, or business administration. OR A combination of education and specialized experience as described above. Physical Demands Work will involve standing, sitting, climbing stairs and ladders, bending, and lifting up to 50 pounds. The job requires the ability to work in animal research facility, various service buildings, greenhouses (to include headhouse maintenance), construction areas, mechanical rooms, in addition to office and lab areas. Work Environment Work is performed in a variety of environments from typical offices to laboratories and biocontainment spaces. The work involves occasional exposure to potential biological hazards, chemical or process odors and fumes, electrical hazards, hot or cold environments, equipment noise, and heights. Some work may involve wearing personal protective equipment, including a respirator (N-95 or PAPR). Some travel is required to attend meetings and conferences. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment.
