Martin County Planning and Zoning Technician in Fairmont, Minnesota

Martin County is currently accepting applications for a full-time Planning & Zoning Technician. The Planning & Zoning Technician is responsible for the assistance in implementing plans, policies and practices to carry out administration of regulations applicable to program areas within the Planning & Zoning Department. ESSENTIAL DUTIES AND RESPONSIBILITIES Reviews, approves, denies or refers applications and engineer plans for feedlot and septic permits to assure compliance with regulations. Provides feedlot, buffer and septic inspections, applicant assistance, feedlot, buffer and septic file and database maintenance, and executes letters and reports as required by state statute and local ordinance. Assists with researching and coordinating the implementation of new ordinances or provisions as necessary. Administrates the Martin County Feedlot Ordinance and applicable Minnesota Pollution Control Agency (MPCA) Rules; inspects complaints of violations and inspects pit construction. Conducts inspections for construction and development projects to ensure compliance with the regulations and ordinances. Provides information and technical assistance to the general public, developers and contractors regarding land use/zoning regulations, septic, feedlots, buffers, etc. Provides both written and oral responses. Inspects or investigates possible violations and emergency related spills. Prepares notices of violation and facts to be used in possible court action and formulate corrective action. Substitutes for Zoning Official when needed. Investigates complaints, performs inspections and follow up inspections to ensure compliance for the use of pesticides and fertilizers, seed samples, feed samples, spread of noxious weeds and public nuisances. Assists in reviewing, approving, denying or referring of applications for building permits, subdivisions, conditional use, variance or rezoning to assure compliance with County zoning and land use regulations/criteria in the absence of the Zoning Official. Maintains and updates records, databases, and maps of all feedlot, buffers, land use permits and septic systems. Compiles and prepares reports for administrative and public use. Maintains correspondence and submits various documents including budgeting grant dollars to the state agencies as required. Participates in continuing education and training sessions on position applicable law and regulation changes, computer skills and other position related matters. Ensures required certification and licensure credentials remain valid. Performs other work-related duties as required. PHYSICAL JOB REQUIREMENTS AND WORKING CONDITIONS The position has good working conditions in general, but it is a diversified job requiring sustained mental effort related to public contacts, organizational issues, planning and technical areas. The individual may encounter significant emotional strain or tension. There is sustained exposure to sitting and standing and/or serious injury while in and around large equipment. There will also be some exposure to moderate lifting (up to 40 lbs.). This position frequently requires exposure to outdoor weather conditions and occasionally requires exposure to fumes or airborne particles and exposure to toxic or caustic chemicals, moving objects, heat, cold, wetness, humidity, and marked changes in temperature or humidity, odor, dust, mosquitos, ticks and associated infectious diseases. This position occasionally requires climbing or balancing, stooping, kneeling, crouching or crawling, pushing or pulling and lifting. Continuous: Walk; Stand; Sit; Work requires high attention to detail; Work with frequent deadlines. Frequent: Lift or carry less than 10 lbs.; Keyboarding; Repetitive movement; Expo ure to emotional public; Exposure to threats; Some mental effort and stress involved resulting in frustration; Considerable mental effort and stress. Intermittent: Climbing; Lift, carry, push, pull 26-60 lbs.; Exposed to high and precarious spaces. This position is responsible for the use of county fleet vehicles, Soil Probe, GPS Equipment/Beacon, Range Finder, modern office machines and equipment.
