ABOUT THIS POSITION:

This position, which reports directly to the MA III Legislative and Policy Supervisor, serves as the local program coordinator for the Virginia Insurance Counseling and Assistance Program (VICAP) and Senior Medicare Patrol. This position is the expert on Medicare health insurance benefits and subsidies. As the program expert, provides consultation to and guides the technical work of paid and volunteer staff and other paraprofessionals to support older adults, adults with disabilities and family members with Medicare health insurance questions. Performs advanced level of professional management and complex analysis with federal and state agencies. Analyzes and researches county, state, local, and federal policies and procedures on health insurance. Stays current on policies and procedures from federal and state agencies, including Center for Medicare and Medicaid Services (CMS), Administration for Community Living (ACL), Department of Medical Assistance Services (DMAS), Social Security Administration (SSA) and Bureau of Insurance (BOI). Serves as the agency’s expert on Medicare and health coverage options. Works with Social Service Specialists, Case Managers and agency staff to consult on client cases regarding Medicare and insurance counseling. Conducts outreach sessions, trainings, and state mandated meetings in various locations. Manages deliverables and scope of work on related contracts according to regulations. The functional areas of this position are social work, analytic and technical analysis, data management, research and policy development related to the program, and project administration. This position requires commute to outreach sessions, trainings, and state mandated meetings within Fairfax County. Occasionally, commute is required to state and regional trainings.

Duties and Responsibilities:

  • VICAP Program Coordination: Coordinate program activities and provide support and technical guidance for VICAP analysts/counselors/volunteers. Analyze and research county, state, local, and federal policies and procedures on health insurance, to inform individuals on their health care options. Share research findings with VICAP team. Coordinate state contract requirements, budgets, and semi-annual reporting. Stay current on issues that inform the work, including but not limited to: Medicare, Medicare Supplemental insurance, Military Health Plans, Federal Retiree Health Plans, Long-Term Care Plans, Commonwealth Coordinated Care Plus, Low Income Subsidy, Patient Assistance Program, Safety-net Health Care, Affordable Care Health Marketplace, Senior Medicare Patrol and Prescription Drug Plans.

  • Counseling and Assistance: Review the most complex cases and takes appropriate action to resolve the cases. Negotiate refunds to clients from their insurance providers if necessary. Serve as Agency Liaison to Medicare beneficiary within the Area Agency on Aging.

  • Education: Executes and ensures coordination of outreach to the community to provide education per state contracts on Medicare and related functions. Participates and ensures coordination and facilitation of enrollment events in the community to internal and external partners. Assists with coordination of professional work and administration functions to include work performed by program volunteers and coordination of contract adherence and administration and data. Coordinates and executes education and public outreach on Medicare and related functions. Coordinates and facilitates enrollment events in the community to internal and external partners. Supervises and supports staff coordination of outreach to ensure outreach work is successful. Represents the program on related community panels and information sessions. Prepares articles about health care issues.

  • Volunteer Recruitment, Training, & Oversight: Recruit, train and provide technical oversight of the work of volunteers. Assists with coordination of professional work and administration functions to include work performed by program volunteers. Ensure volunteers are trained to complete all necessary certification.

  • Data: Maintain records, statistics and related information for state reporting requirements. Oversees maintenance and analysis of programmatic data collection in the appropriate state and local databases. Oversees and performs data collection activities that support federal and state mandates. Oversees measuring and analyzing indicators of performance, quality, quantity and efficiency of services under the scope of VICAP unit work.

  • Other duties as assigned to support the work of the Adult & Aging Division.

Knowledge Skills and Abilities:

  • Knowledge of the mission, goals and objectives of the organizational unit, program or activities to which incumbent is assigned.

  • Knowledge of issues related to Medicare and Medicaid, as it relates to dual eligible beneficiaries, supplemental health insurance, long-term care insurance, other related health insurance programs, and fraud.

  • Knowledge of the principles, practices and techniques governing management, organization, operations, and programmatic services.

  • Ability to train, lead, and/or supervise paraprofessional staff.

  • Ability to recruit, train and provide technical oversight of volunteers.

  • Ability to identify possible solutions for solving business problems.

  • Ability to perform a variety of fact-finding techniques.

  • Effective interpersonal and organizational skills.

  • Ability to communicate effectively orally and in writing including effective presentation skills.

  • Ability to use word processing and presentation software to prepare documents, presentations, and to use spreadsheet and statistical analysis software packages to store, manipulate, analyze and present data.

  • Ability to be certified as a Virginia Insurance Counselor for Medicare within 60 days of start.

Note: The assigned functional areas of the position are Social work, analytic and technical analysis, data management and reporting, research and policy development related to the program, and project administration.

Employment Standards

MINIMUM QUALIFICATIONS:

Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university with a bachelor's degree in the field related to the assigned functional area; plus two years of professional work experience within the functional area.

CERTIFICATES AND LICENSES REQUIRED:

SHIP/VICAP State certification: Certification as a Virginia Insurance Counselor for Medicare required within 60 days of hire. Annual re-certification required.

NECESSARY SPECIAL REQUIREMENTS:

The appointee to this position will be required to complete a criminal background check and a Child Protective Services Registry check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:

  • Currently certified as a Virginia Insurance Counselor for Medicare.

  • Experience in the field of aging and long-term care services.

  • Experience providing unbiased counseling to consumers to resolve concerns related to Medicare claims.

  • Experience with programs serving adults, caregivers, adults with disabilities, adult protective services, elder rights, and fraud prevention.

  • Experience in public speaking and giving presentations both in-person and through virtual platforms.

PHYSICAL REQUIREMENTS:

Employee may be required to lift or carry up to 25 lbs. occasionally.

Generally, works in an office environment yet may occasionally be required to perform job duties outside of the typical office setting.

Job requires walking, standing, sitting (for long periods of time).

Position frequently communicates and must be able to exchange accurate information with others verbally and in writing.

Visual acuity is required to read data on a computer monitor; ability to operate keyboard driven equipment and computer.
