Job Announcement

In the adult Probation & Pretrial Services Division, under limited supervision, directs and manages operations of the Community Corrections Services unit on a day-to-day and long-range basis in the delivery of the effective and efficient adult probation & pretrial services to the public. Ensures that the unit goals are in line with the policies and procedures specific to Community Corrections Services. Ensure program's compliance with the provision of the Code of Virginia, Department of Criminal Justice Services (DCJS), and local policies and procedures. Collects and analyzes case statistics to assess effectiveness and makes necessary modifications accordingly.

Provides direct supervision and oversight for the operation of Community Corrections Services, which provides probation supervision to adults convicted of misdemeanor offenses against children or family members and pretrial supervision of defendants who have allegedly committed an offense or offenses against children or family members. Plans, assigns and reviews adult probation and pretrial counselor work products, ensures the workloads are distributed among staff evenly and appropriately. Provides guidance, coaching, and training to adult probation and pretrial counselors. Develops unit's performance goals and objectives, monitors unit's financial and performance efficiency, maintains and submits pretrial and probation statistics to the Division Director. Monitors and reviews closing/opening of the cases to ensure the accuracy of the case statistics and compliance with state and agency standards.

Other responsibilities include training new and existing staff, conducting presentations on Community Corrections Services to the other agencies, maintaining databases and analyzing statistical data of unit activities, assisting in developing policy and procedures specific to adult probation and pretrial, conduct staff performance evaluations, participating in new hire selection process. Represents the program in the intra/inter agency meetings, in community, and to general public.

VCIN/NCIC Certification should be completed within the first 6 months.

Illustrative Duties

Directs a regional office including intake, investigations and supervisory services;

Manages a residential facility or special court program;

Directs court support services, such as restitution or victim services;

Provides administrative management support to the Judges, Clerk of the Court and Court Services Unit;

Oversee and participate in the development and administration of the program’s budget; Participate in the forecast of funds needed for staffing, equipment, materials, and supplies; Ensure that program expenditures and cost estimates are adequately documented and monitored throughout the program area;

Conduct a variety of organizational studies, investigations, and operational studies;

Analyze program issues and provide recommendations on strategies to resolve these issues;

Plan and develop program services for adult and juvenile probationers;

Collaborate and coordinate with community-based treatment organizations to provide evidence-based program services to probationers;

Prepare and analyze reports, projects and correspondence; prepare special administrative reports.

Develop departmental systems, policies and procedures; recommend and develop program alternatives;

Actively participates in the selection, orientation, training and performance management process which includes evaluating performance, identifying goals and objectives, recognizing staff achievements, and coaching staff in overcoming performance or skill deficiencies;

Establishes and maintains liaison with community resources;

Prepares reports and reviews case records.

Required Knowledge Skills and Abilities

Knowledge of related Federal, State and local juvenile and domestic relations laws;

Ability to interpret laws, rules, and regulations related to probation work and victim services;

Ability to interview and counsel clients;

Ability to prepare complete case records and reports;

Ability to use technology to enter and retrieve information;

Ability to develop and maintain effective working relationships with a variety of individuals.

Employment Standards

MINIMUM QUALIFICATIONS:

A master's degree in social/behavioral sciences, law enforcement, or education; plus f our years of professional experience in probation/court services work.

CERTIFICATES AND LICENSES REQUIRED:

  • Valid driver's license (required at the time of application)

  • National Crime Information Center/Virginia Crime Information Network (NCIC/VCIN) certification within six months of appointment and recertification every two years.

NECESSARY SPECIAL REQUIREMENTS:

  • The appointee to the position will be required to complete the following to the satisfaction of the employer:

PREFERRED QUALIFICATIONS:

  • Experience collaborating and corresponding with court officials, clerks, attorneys, judges, law enforcement, and stakeholders.

  • Experience with case management and supervising clients in the community.

  • Experience in evaluating staff performance, creating performance measures, coaching and providing feedback.

  • Experience completing risk assessments, making referrals to services, and utilizing Evidence-based cognitive interventions.

  • Experience making presentations and/or facilitating with the ability to communicate effectively in writing and orally.

  • Ability to conduct case reviews, evaluate work for quality, accuracy and compliance with agency and state policies and standards.

  • Experience entering and extracting information from criminal justice database systems.

  • Outlook, Microsoft Word, Excel.

PHYSICAL REQUIREMENTS:

  • Employee may be required to lift up to 50 pounds.

  • Job is generally sedentary in nature, however, visual acuity is required to read data on computer monitor, incumbent must be able to operate keyboard driven equipment.
