Since 1977, the Fairfax County Department of Transportation (FCDOT) has served the Fairfax County community by enhancing mobility, safety, and the quality of life of residents, businesses, and visitors through planning, coordinating, funding, implementing, and sustaining a multimodal transportation system. FCDOT is seeking a motivated, highly qualified, and public service-oriented Engineer III to join the Transportation Design Division.
Serving as a Transportation Design Project Manager, this position is primarily responsible for overall project management and contract administration for multiple multimodal transportation improvement projects. In a dynamic and quickly evolving environment, this position will provide a challenging and rewarding experience for an individual invested in achieving the county’s strategic transportation goals.
Responsibilities include:
Provides engineering support during project design, land acquisition, and construction phases for assigned projects, including coordination with the Virginia Department of Transportation (VDOT), county, and other regulatory agencies
Prepares, monitors, and manages project budgets and schedules to ensure assigned projects are completed on time and within budget
Develops design engineering and/or construction consultant scopes of work, and negotiates and manages contracts, including approving invoices for payment
Reviews consultant deliverables, including design/construction plans, plats, and specifications to ensure projects meet all applicable engineering standards and requirements
Attends project-related design field inspections, utility field inspections, pre-construction and construction meetings, and monitors construction progress to ensure conformance with project design
Identifies, responds to, and resolves public concerns related to assigned projects
Prepares and communicates technical reports, status reports, meeting summaries, letters, official items for Board of Supervisors’ consideration, and other documents as required
Prepares presentations for and serves as a subject matter expert at project-related public meetings, briefings for senior leadership and/or elected officials, and other audiences, as required to meet specific audience needs
Attends other project-related meetings, both in-person and virtual, including occasional evenings and weekends

Graduation from a four-year college or university accredited by the Accreditation Board of Engineering and Technologies with a bachelor's degree in the appropriate engineering or architectural field; plus, three years of progressively responsible professional experience in the appropriate engineering or architectural field.

Applicants hired at the Engineer II will be non-competitively promoted to the Code Engineer III level upon successful completion of an underfill agreement.
Note: Underfill candidates must be able to meet the minimum qualifications of the Engineer III within two years of the job announcement's closing date.
PREFERRED QUALIFICATIONS:
Bachelor’s degree and five years of experience in multimodal transportation project design, particularly bike and pedestrian walkway/trail facilities, spot intersection improvements, and/or roadway design; knowledge of and experience with federal and VDOT design standards, guidelines, and procedures, particularly the VDOT Locally Administered Project (LAP) manual
Ability to read and understand roadway and other public improvement design plans
Strong computer skills and experience with AutoCAD Civil3D and/or MicroStation, and Microsoft Office applications
Engineer-In-Training certificate or Professional Engineer license, or related certification, such as Certified Construction Manager (CCM), Project Management Professional (PMP), VDOT Locally Administered Projects (LAP) Certification, Designated Plans Examiner (DPE), or DEQ Certified Stormwater Management Plan Reviewer
Ability to work independently and strong organizational, time management, and project management skills, including ability to coordinate multiple projects, prioritize, and meet established deadlines
Strong written communication skills, including ability to prepare presentations, technical memoranda, non-technical memoranda, letters, and other correspondence
Strong oral communication skills, as well as experience presenting to and providing subject matter expertise for and engaging with elected officials, staff, and the community
Strong interpersonal skills and demonstrated ability to establish and maintain positive working relationships
Desire to advance a collaborative and supportive culture
NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a driving record check to the satisfaction of the employer.
PHYSICAL REQUIREMENTS:
Work is primarily sedentary. Ability to perform field investigations of transportation design projects Ability to stand, stoop, bend, stretch, walk, climb, sit, kneel, crouch, reach, crawl, lift and handle materials with manual dexterity. Ability to lift up to 25 lbs. Ability to input, access, and retrieve information from a computer. Visual acuity to review detailed drawings, plans and documents. Ability to walk, negotiate or traverse property sites that may be undergoing construction or having terrain that is not level. Work requires performing tasks in adverse weather conditions. Ability to travel to various locations throughout Fairfax County to provide coverage, attend meetings and trainings. Ability to operate a motor vehicle.
