Job Announcement

Manages an electronic storage system for all audio recordings, Computer Aided Dispatch (CAD) information and local public safety call records. Ensures storage of records and complies with legal standards to include storage retention periods. Seeks guidance from the Office of the County Attorney as needed. Investigates, researches, and retrieves requested DPSC records utilizing a variety of complex software applications and evaluation systems. Responds to requests from county law enforcement, fire and rescue, other public safety agencies, the Office of the County Attorney, and the Office of the Commonwealth Attorney. Manages DPSC's Freedom of Information Act (FOIA) response process, the subpoena response process and internal County requests for records. Collaborates and consults with a number of Fairfax County agencies, regarding the legality of information releases, the existence of records, interpretation of records, and case preparation. Reviews subpoenas for recorded information related to operations-related activities. Consults the Fairfax County Office of the County Attorney's for guidance in responding to subpoenas as appropriate. Responds to subpoenas through personal appearance or by sending material with a Certificate of Authentication. Maintains current operational knowledge of 9-1-1 operations. Responsible for assuring and verifying chain of custody in documentation provided to legal systems. Responsible for helping to prepare employees for court appearances by reviewing and providing information on the specific event as well as being the agency representative for most judicial cases.

Illustrative Duties

  • Establishes and maintains a storage system for all audio recording, Computer Aided Dispatch (CAD) information and public safety call records;

  • Ensures storage of records complies with legal standards including storage retention time period;

  • Seeks guidance from Office of the County Attorney's as needed;

  • Investigates, researches and retrieves requested DPSC information utilizing a variety of complex software application tools to include ICAD, phone reporting system, computer integrated phone system, phone and ICA recording and evaluation system;

  • Evaluates and responds to requests from county police, fire and rescue, other public safety agencies, the Office of the County Attorney and the Office of the Commonwealth's Attorney for recorded information required for investigations, court proceedings and training;

  • Manages DPSC's Freedom of Information Act (FOIA) response process, the subpoena response process and internal County requests for records;

  • Collaborates and consults with other public safety agencies, the Office of Public Affairs, the Office of the County Attorney and the Office of the Commonwealth's Attorney regarding the legality of information releases, the existence of records, records interpretation and case preparation;

  • Reviews subpoenas for recorded information related to operations-related activities;

  • Consults the Office of the County Attorney's for guidance in responding to subpoenas as appropriate;

  • Responds to subpoenas through personal appearance or by sending material with a Certificate of Authentication;

  • Collects, investigates and evaluates call records involving complaints or liability issues with jurisdictions other than Fairfax County;

  • Maintains current operational knowledge of 9-1-1 floor operations;

  • Responsible for assuring and verifying chain of custody in documentation provided to legal systems;

  • Responsible for helping to prepare employees for court appearances by reviewing and providing information on the specific event as well as being the agency representative for most judicial cases.

Required Knowledge Skills and Abilities

  • Knowledge and application of County policies procedures, regulations and laws;

  • Knowledge of Department of Public Safety Communications, Police Department, Fire and Rescue Department, Sheriff's Office, and Office of Emergency Management operations;

  • Expert knowledge of the guidelines of the Library of Virginia, the Virginia Code as it applies to public safety, the Virginia Freedom of Information Act, Privacy Act and HIPPA;

  • Knowledge of the operation of 9-1-1, non-emergency telephone, computer-aided dispatch (CAD), radio, VCIN/NCIC, recording and evaluation systems;

  • Ability to use the NIMS Incident Command System (ICS) model;

  • Thorough knowledge of data management and recording systems for Fairfax County Police Department, Fire and Rescue Department, Sheriff's Office and Department of Public Safety Communications;

  • Knowledge of the proper response to Court Orders and subpoenas;

  • Ability to identify, find and extract specific record collections from the data management and recording systems;

  • Ability to assure and verify chain of custody in documentation provided to legal systems'

  • Knowledge of applicable Federal Communications Commission rules and regulations;

  • Knowledge of Police and Fire Department policies and procedures pertaining to the proper dissemination of information;

  • Thorough knowledge of policies, procedures, ordinances, and regulations affecting public safety communications;

  • Ability to recognize errors and inconsistencies;

  • Ability to develop effective working relationships with personnel within DPSC and other County agencies;

  • Ability to prepare accurate and comprehensive reports;

  • Ability to evaluate public safety communications problems and situations and adopt an effective course of action;

  • Ability to work within multiple deadlines simultaneously;

  • Ability to maintain all required professional certifications.

  • Ability to operate computer-aided dispatch, telephone and teletype equipment, radio dispatch consoles, and related equipment to perform all public safety communications duties, and the ability to demonstrate these skills.

Employment Standards

MINIMUM QUALIFICATIONS:

Any combination of education, experience, and training equivalent to:

High school graduation or possession of a GED issued by a state department of education; Plus, four years of experience serving in a large 9-1-1 center in the role of a Public Safety Communicator with at least one dispatch skill in addition to call taking.

PREFERRED QUALIFICATIONS:

• Basic Communicator School Certification as a Full Virginia Criminal Information Network (VCIN) Operator

• Certification of Cardiopulmonary Resuscitation (CPR)

• Certification in Automated External Defibrillation (AED)

• Certification in Emergency Medical Dispatch

• Knowledge of 9-1-1 operation, non-emergency telephone, computer aided dispatch (CAD), radio communications, VCIN/NCIC, audio recording and evaluation systems

• Knowledge of data management and recording systems.

• Ability to assure and verify chain of custody in documentation provided to legal systems;

• Knowledge of applicable Federal Communications Commission rules and regulations;

• Ability to recognize and correct errors and inconsistencies.

• Ability to develop effective working relationships with personnel within the agency and other customer agencies.

• Ability to prepare accurate and comprehensive records and reports.

• Ability to recognize problems and situations and take an effective corrective course of action.

• Ability to work within multiple deadlines simultaneously.

• Ability to maintain all required professional certifications.

• Ability to operate computer-aided dispatch, telephone and teletype equipment, and related equipment to perform all required duties.

CERTIFICATES AND LICENSES REQUIRED:

P S COMMUNICATOR I incumbents must obtain all listed certifications within 120 days of hire.

P S COMMUNICATOR II and III incumbents must possess and maintain all certifications.

NECESSARY SPECIAL REQUIREMENT:

The appointee to the position will be required to complete a criminal background check and polygraph exam to the satisfaction of the employer.

PHYSICAL REQUIREMENTS:

This position is primarily sedentary in nature. However, the position entails walking, standing, sitting, climbing stairs, reaching, and bending; using hands to grasp, handle or feel; visual acuity to read data on a computer monitor; ability to operate keyboard driven equipment and computer; ability to speak clearly; normal vision and hearing with or without correction, and the ability to lift to 25 pounds. All duties performed with or without reasonable accommodations.
