FAIRFAX COUNTY Human Development Specialist IV in Fairfax, Virginia

This position is located within Neighborhood and Community Services (NCS) at the following location:

Works as part of the Culture, Recreation, and Community Connections (CRCC) Division to manage the overall operations of an assigned center and administer Youth, Teen, Adult, Senior, or Family programs and services. Manage and evaluate outcome-based inclusive programs for diverse populations at a full-service facility. Use a human-centered approach and human development best practices to meet the needs of the community and program participants. Provide personnel, program, data, and overall project management leadership for all functions, lines of business, programs, and services in a diverse center setting. Deliver programs tailored to meet the needs of the community and program participants using human-centered and human development practices. Exercise human-centered design principles to support participants experience and create access to opportunity through positive developmental relationships based on the individualized needs of the population served. Direct and monitor the planning, marketing, coordination, administration, budget, and evaluation of programming. Identify opportunities for and support the establishment of programs that bridge populations and communities. Make referrals to other human service agencies and community-based organizations. Work collectively with partners, the inter-faith community, and non-profits that operate within centers and communities to establish shared goals and outcomes.

This position requires morning, day, evening/night, weekend work, and related work as required to meet community needs.

Illustrative Duties

Oversees the administrative responsibilities of on-site registration of participants, facility tours, and warm hand-offs of participants being connected to appropriate services based on their needs;

Responsible for trainings and enhancing staff's skills and competencies using a Human-centered design framework to support participants using recreation as a vehicle to quality of life and social capital;

Creates positive developmental relationships to work with communities across the economic spectrum, to include marginalized, vulnerable, and wealthy communities;

Exercises direct supervision of assistant center directors and/or center supervisors;

Manages recruitment process for staff at assigned facility;

Evaluates job performance of staff at assigned facility and supports their professional development;

Manages scheduling of staff to include time and attendance entry;

Ensures that necessar staff-to-participant ratios are maintained;

Creates equitable program and activity offerings relevant to needs of community;

Responsibly applies available funds for necessary materials and equipment to support programs;

Maintains safe environment within facility for participants and staff;

Supervises programs and activities offered to participants and confirms registration status;

Supports community engagement events and generates awareness of events among participants using an equity lens;

Develops marketing plan to advertise center's program offerings within community;

Completes and submits required financial, data and statistical and other reports as requested.

Required Knowledge Skills and Abilities
