Job Description:
The Enterprise Architect (EA) will lead the design, development, and integration efforts of enterprise-wide IM/IT services for one of the world’s premier public engineering, design and construction engineering agency, a military engineering branch within the US Army. The EA shall also be responsible for leading initiatives driven by the CIO to provide improvement and innovation to customer and mission requirements. The EA shall serve as the senior technical advisor to the CIO and CTO of the organization, serving as the SME on sustainment issues involving the Agency’s enterprise IM/IT environment.
RESPONSIBILITIES:
The EA shall provide CIO transformation support to include:
Develop business processes and enterprise IT approaches to include innovation and emergent technologies focused on meeting overall objectives across multiple Government Agencies
Analyze and review the latest advances in IM/IT and best industry practices to optimize the current systems and services
Lead the development of an EA repository and practical roadmaps that support the enablement of technology transformation
Provide leadership on digital strategy, human-centered discovery, ideal/future state road map, future vision strategy, UX/UI design, and rapid prototyping
Lead the development of special studies, data analytics, change management, business process engineering, and requirements analysis
Develop a process to implement initiatives that are compliant with Government policy
Oversee development and design work that may include software and middleware design, model formulation, development of cost projections, system architecture analysis, analysis of alternatives (AoA), Business Case Analysis, documentation on new systems, and Test and Evaluation Master Plans
Develop and direct tests, and collaborate with customers to ensure systems meet documented user requirements
Lead analysis activities and decompose requirements, allocate across systems components/sub-components
Lead development of capturing and reporting reference architecture and documenting compliance standards
Coordinate with Project Managers to ensure technical projects and associated tasks are completed on schedule and within budget
Keep leadership informed of key issues that may affect project completion, budget, or other results
Work closely with Program Manager on planning and implementation of program/project activities and analysis
Work with the customer and the GDIT team on comprehensive project plans to be shared with clients and other staff members
Assess project issues and develop resolutions to meet productivity, quality, and client-satisfaction goals and objectives
Evaluate system additions and/or enhancements and provide recommendations
QUALIFICATIONS:
Bachelor's degree in computer science, Engineering, or a related technical discipline, or the equivalent combination of education, technical training, or work/military experience
15+ years of experience defining and implementing enterprise architectures and industry best practices for large organizations
Level III Information Assurance System Architect and Engineer (IASAE) certification, as defined in DoD 8570.01-M and required by DoDD 8140.01
ITIL Foundation certification
Computing environment certifications in cloud, networking, or security technology domains
U.S. Citizenship required
Security Clearance:Active SECRET DoD Clearance
SKILLS AND ATTRIBUTES:
Demonstrated experience leading technical teams within large, complex, geographically distributed environments, able to motivate and engage with distributed teams working related tasks, and providing technical support and guidance during the configuration through implementation phases of large complex migration or system integration projects
Ability to engage and effectively communicate with C-level leadership to elicit, understand, and meet their expectations and objectives
Knowledge and understanding of architectures and frameworks such as DoDAF, FEAF/FEA, and TOGAF
Knowledge and understanding of architecture modeling standards and tools such as UML, MagicDraw (Cameo), etc.
Experience with DevOps methods in support of continuous development, continuous integration environments
Understanding of Value Chains, Cost Analysis methods, and performing cost tradeoffs
Knowledge and understanding of ITIL Service Design process and procedures
Advanced certifications and degrees are desired such as IT Process Improvement and/or capability frameworks (ITIL v3, ITIL 4, COBIT, ISO, etc.)
Ability to drive cross-team initiatives on time and on budget
Ability to identify and mitigate project risks and communicate risks effectively
Must possess well-developed verbal and written communication skills
Experience with tools such as Microsoft’s Power suite, Excel, Outlook, PowerPoint, Visio, and Project to manage tasks, communicate and update stakeholders and team members
Ability to influence others using reasoning, persuasion, and negotiation; excellent interpersonal skills

The likely salary range for this position is $163,867 - $221,703. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
