Job Announcement

The Fairfax County Internal Audit Office has exciting opportunities for enthusiastic individuals who would like to make an impact on local government operations to fill a Senior Auditor position. This is a great opportunity to join a well-functioning team that works to help ensure good stewardship of public resources and efficient and effective operations.

This position is an advance-level auditor position that performs a variety of complex risk based financial, compliance, operational and integrated internal audits/projects, and fraud/ethics investigations. Responsibilities will include planning the scope of an audit; developing audit programs; conducting data analysis; and making recommendations to strengthen operations. Will also be expected to test and analyze agency programs, processes, and activities to determine the nature of operations, their efficiency and effectiveness, and the adequacy of the internal controls to prevent fraud, waste, and safeguard assets. The position will have opportunities to serve as a team lead on major audits and perform leadership duties as assigned.

This position requires knowledge of internal audit standards, procedures, and techniques; management principles, methods, and practices; accounting methods, principles, and practices, along with knowledge of the fundamentals of data analytics, finance, and information systems. Duties are performed under general supervision.

The successful candidate must have the ability to build strong working relationships; analyze data; assess risk and develop measures to mitigate it; determine the reliability and effectiveness of controls; independently work under pressure to successfully meet established deadlines and, effectively communicate complex issues and results both verbally and in writing to all levels of management.

This position is eligible for scheduled telework as permissible by the county telework policy which allows for a hybrid environment of in office and telework days.

Salary: The selected applicant's starting hourly rate will be in the minimum to midpoint range ($77,640.16 to $103,520.14) of the advertised compensation range. (Note: Promotional rules apply for current Fairfax County Government and Fairfax County Public Schools employees.)

Illustrative Duties

  • Examines department programs and activities to evaluate efficiency and effectiveness of their operations to prevent waste and safeguard assets;

  • Plans the scope of an audit, performs risk assessment, and develops a risk-based fieldwork audit program;

  • Examines internal controls in major financial processes to determine adequacy to prevent fraud and waste, and safeguard assets;

  • Evaluates accuracy and propriety of contractor costs in claims and proposals;

  • Examines contracts and compliance with contract provisions;

  • Conducts investigative audits to review allegations of fraud, waste, and abuse;

  • Presents oral and written reports to management, communicating findings and recommendations during and at the conclusion of an audit concerning recommendations regarding the adequacy and effectiveness of department control systems;

  • Serves as consultant to County management on operating issues;

  • Analyzes complex department operations for efficiency, effectiveness, and compliance with policies and procedures;

  • Evaluates department responses to audit reports;

  • Performs assigned follow up audits of department action plans;

  • Performs quality control reviews of other staff members’ workpapers.

Required Knowledge Skills and Abilities

  • Thorough knowledge of internal auditing standards, procedures, techniques, and internal controls;

  • Thorough knowledge of governmental accounting principles, methods, and practices;

  • Thorough knowledge of management principles, methods, and practices;

  • Thorough knowledge of County mainframe computer application systems, i.e.., accounting, purchasing, etc.;

  • Ability to effectively use personal computers and common software, i.e., word processing, spreadsheet, and flowcharting;

  • Ability to problem solve and analyze complex County operations;

  • Ability to establish and maintain effective working relationships;

  • Ability to plan work, develop audit methodology, and complete assignments within established deadlines;

  • Ability to work independently within established policies, procedures, and guidelines;

  • Ability to communicate clearly and concisely both orally and in writing with all levels, including senior management;

  • Familiarity with data extraction and analysis software tools.

Employment Standards

MINIMUM QUALIFICATIONS:

Graduation from an accredited four-year college or university with a bachelor's degree in business administration, public administration, or a related field, with major course work in accounting, auditing, or finance; Plus, three years of professional experience in auditing or accounting.

PREFERRED QUALIFICATIONS:

Government auditing experience preferred.

CERTIFICATES AND LICENSES REQUIRED:

Active certification in any one of the following is required:

  • Certified Internal Auditor (CIA)

  • Certified Public Accountant (CPA)

  • Certified Information System Auditor (CISA)

  • Certified Fraud Examiner (CFE)

These additional certifications are preferred but not required for the position:

  • Certification in Risk Management Assurance (CRMA); Certified in Risk and Information System Control (CRISC); Internal Audit Practitioner

NECESSARY SPECIAL REQUIREMENTS:

The appointee to the position will be required to complete a criminal background check to the satisfaction of the employer.

PHYSICAL REQUIREMENTS:

Work is generally sedentary and is performed in a normal office environment. However, employee may be required to carry items under 15lbs in weight. All duties performed with or without reasonable accommodations.
