The MITRE Intelligence Center is seeking a Department Manager (DM) for its Air and Space Intelligence Department located in Dayton, Ohio. The Department Manager reports to Managing Director, Service Intelligence Division within MITRE Intelligence Center and serves as a member of the newly formed Service Intelligence Division leadership team.

The Air and Space Intelligence DM is accountable for the leadership of the department and the planning and implementation of MITRE’s work program in support of elevating and enhancing intelligence support to the U.S. Armed Forces (Services) and to integrate intelligence support to policymaking, acquisition, and warfighting. The Air and Space Intelligence DM is responsible for the execution of the Division strategy, and the delivery and execution of the Service Intelligence work program by aligning the workforce and technical capabilities to deliver mission value.

The Air and Space Intelligence DM must be familiar with the missions, organizations and technical areas of key importance to U.S. Armed Forces Intelligence organizations and commands, specifically the National Air and Space Intelligence Center (NASIC) and National Space Intelligence Center (NSIC). These include electronic warfare; cyber; intelligence systems and analytics; information operations/warfare; radar technology; sensors; digital engineering; hard targets; data modernization; kinetic and non-kinetic warfighting; acquisition intelligence; space systems; sensing and security, and cyber crime; cybersecurity; joint cyber operations; collection, exploitation, and analysis of signals intelligence; multi-domain operations; modeling and simulation; computer and analytic sciences; reverse engineering; and automation, artificial intelligence, and machine learning.

The successful candidate will have extensive experience managing an organization, a record of engagement at senior levels of the government, and the ability to operate and interact effectively in a large, complex, matrixed, and dynamic organizational context. They will have demonstrated outstanding and timely results in leading projects that have significant enterprise-wide impact, while building trusted relationships and exemplifying MITRE’s values and professionalism. As a technical thought leader, the Air and Space Intelligence DM is expected to apply their areas of expertise and contribute to sponsor projects and corporate strategic initiatives.

The primary responsibilities of the position must be carried out in person in Dayton, Ohio. Applicants not based in the MITRE Dayton area are still required to fully carry out all the responsibilities of the role, including in-person engagement and availability with the workforce and sponsors. This means establishing a regular presence at sponsor locations and MITRE locations with staff supporting those organizations, as well as availability to travel to those locations on short notice. This may entail frequent, flexible, and/or extended travel as mission and organizational needs dictate.

Roles & Responsibilities:

  • Leadership and Management

  • Leading all aspects of the Air & Space Intelligence Department.

  • Serving as a partner to the sponsors through thought leadership in critical mission areas.

  • Demonstrating thought leadership.

  • Managing a large department with multiple sponsors and customer organizations.

  • Strategic Planning

  • Identifying and anticipating major sponsor and environmental trends, opportunities, and issues.

  • Planning and strategizing to achieve mission impact through our work program.

  • Leading executive-level engagements with sponsors and stakeholders to build trusted relationships across the Intelligence Community.

  • Building and shaping work to deliver mission impact and achieve sponsor mission and outcomes.

  • Integration

  • Collaborating and partnering with senior MITRE leadership in other divisions and innovation centers to plan and align work program development strategies

  • Building relationships, networks, and potentially new organizational constructs across MITRE driving cross-sponsor approaches to increase the value of the FFRDC Platform.

  • Developing and deploying cross-agency solutions to solve national security challenges.

  • Technical Oversight

  • Leading, planning, and executing the work program to ensure mission impact and technical quality while bringing forward consistency, innovation, and best practices.

  • Overseeing technical and strategic quality of division project plans, capabilities, and deliverables.

  • Staff development and workforce shaping

  • Shaping a high-caliber team to deliver high-value, high-impact work, ensuring that staffing levels are maintained for critical skills and that the right people are placed in the right jobs.

  • Recruitment and retention of a highly skilled technical workforce

  • Business and Financial Acumen

  • Estimating, informing, and meeting targets for revenue and delivery to MITRE sponsors

  • Setting and managing overhead and indirect budgets for division operations

Basic Qualifications:

  • Requires a minimum of 15 years of related experience with a Bachelor’s degree; or 12 years and a Master’s degree; or a PhD with 10 years’ experience; or equivalent combination of related education and work experience.

  • Deep working knowledge of the Military Intelligence Program.

  • Broad knowledge and familiarity with the US intelligence and national security community.

  • Experience meeting cost, schedule, performance, and quality for sponsor work.

  • Experience building and executing large complex endeavors from strategic, operational, and financial perspectives.

  • Successful record of engagement, relationship-building, and collaboration in a complex national security environment

  • Proven leadership skills managing and motivating employees and creating an inclusive environment.

  • Proven ability to recruit and develop a top-quality team with a commitment to enhancing Inclusion and Diversity

  • Significant exposure to and experience solving mission-oriented challenges of our sponsors.

  • Excellent communication skills with all levels of sponsors and internal staff

  • Strong understanding of how the national security enterprise works

  • Demonstrated ability to work across organizations and integrate efforts to achieve more impactful outcomes.

  • Active Top-Secret SCI Clearance with the ability to obtain and maintain a CI Poly.

  • This position has an on-site requirement of 5 days a week on-site.

Preferred Qualifications:

  • Advanced graduate degree in the national security, engineering, computer science, physical sciences, mathematics, or comparable related fields.

  • Demonstrated leadership of projects that provide innovative solutions leading to game-changing capabilities.

  • TS/SCI with current Polygraph

  • Polygraph within the last seven (7) years.
