The Department of Iron Range Resources and Rehabilitation is hiring a permanent, full time (1.0 FTE) Executive Director of Development (State Program Administrator Manager, Principal).

The Executive Director of Development provides leadership, strategic planning, integration and direction to the agency in general, and specifically it’s Business Development division. The incumbent in this position is responsible for coordinating and implementing all agency business development incentive programs, and must lead in developing complex financing proposals designed to attract and retain businesses within the Department’s service area.

This position also has overall responsibility for the activities and results of the Iron Range Resources and Rehabilitation’s economic development and provides day-to-day leadership for department operations. This position directs personnel and oversees and coordinates teams to plan, develop, implement and/or finance development projects and to undertake new economic development initiatives.

Responsibilities include but are not limited to:

  • Determines and implements budgetary priorities to best accomplish the objectives of the agency.

  • Responsible to coordinate with the Commissioner, as well as IRRR Board Members, to formulate policy alternatives to address the complex interests of agency constituencies.

  • Develop and recommend strategic planning initiatives regarding development divisions programs, policies, and legislation

  • Administer business development division strategy in accordance with the agency mission and governing statutes.

  • Oversee the deployment of division’s assets and resources. Develop and submit annual budget requests to ensure division objectives are optimally integrated to overall agency objectives and budget.

  • Build and sustain relationships with business and government stakeholders in order to promote agency activities and economic development.

  • Management of development division employees and integrating programs or functions within the division as policy and program issues require.

This position will be located in Eveleth, MN with the eligibility for a hybrid telework schedule.

This position will require reporting to the primary work location 5 days a week during the probationary period, then with the option to telework up to 2 days per week dependent on the work schedule. If approved for telework, the incumbent will be required to complete a telework agreement.

Occasional travel is required.

Minimum Qualifications

  • Five (5) years* of professional experience in a position with responsibility for managing or overseeing the work of other employees.

* A Bachelor’s degree with a business related or mathematics or statistics major may substitute for 12 months of experience; a Master’s degree may substitute for 18 months of experience.

  • Knowledge of public policy and economic development sufficient to conduct program analysis, management analysis and/or fiscal analysis to improve performance outcomes.

  • Strategic planning skills along with the vision to guide critical resource and program activity decisions inside and outside the agency.

  • Project administration skills sufficient to demonstrate cost-benefit analysis.

  • Ability to design, plan, and establish time and cost controls, monitor progress, and evaluate project results against objectives.

  • Knowledge in administrative management principles and possess leadership skills sufficient to plan, organize, and direct human and fiscal resources.

  • Knowledge in budgeting, recruiting, construction, contracting, grants management and the legislative process sufficient to ensure compliance and the efficient use of resources.

  • Public speaking skills sufficient to professionally represent the agency and its programs and to address various and diverse groups, including state administrative leaders, legislative leadership and committees, public and private civic organizations and the media.

  • Advanced analytical skills, both to conduct public policy and program analysis for complex issues as well as to analyze project funding requests to determine their viability, both public and private.

  • Must possess negotiating and mediation skills, including the ability to bring disparate parties to a consensus.

  • Valid MN Driver’s License.

  • Experience working with a diverse clientele including the commitment to equity and inclusion in the work environment.

Preferred Qualifications

  • Previous experience working with loans, grants, and operating budgets.

  • Experience in underwriting, review, and development of structured financing for economic, business and community development projects.

  • Knowledge of IRRR program operations and/or State policies.

  • It is policy of the Department of Iron Range Resources & Rehabilitation that all employees submit to an employment and criminal background check prior to employment.

  • Employees must be able to transport themselves to the agency and to agency external meetings and obligations.

  • In accordance with the Department of Iron Range Resources & Rehabilitation's Vehicle Fleet Safety Program, employees driving on agency business who use rental or state vehicles shall be required to conform to Department of Iron Range Resources & Rehabilitation's vehicle use criteria and consent to a Motor Vehicle Records check

  • This position is eligible for hybrid telework - the incumbent will be expected to complete a telework agreement.
