The Community Engagement Team (CET) specializes in providing a unique service to the City of Eugene community in a team environment. CET consists of 1 Supervisor and 3 Specialists. CET is recruiting for an individual that can work independently, is flexible, detail oriented, resourceful with good communication skills and can make an impact in a team environment.

Salary Range: Community Engagement Team Specialist : $32.41 - $41.36 Hourly / $67,412.80 - $86,028.80 Annually

Examples of Duties Performed - Duties may include but are not limited to the following

  • Administers and oversees diverse community outreach programs and activities, such as handling day-to-day administrative decisions and program needs.

  • Oversees and provides coordination of diverse and complex program issues which involve considerable judgment and evaluation as to political impact and issue-sensitive approaches.

  • Designs day-to-day program development and delivery processes to provide community outreach through integrating service areas within the community; may recommend policies and procedures for public station operations and evaluate efficiency of outcomes.

  • Designs and develops volunteer/student programs to effectively support EPD’s mission, values, and goals; may do so in the support of public station activities.

  • Responsible for accomplishing goals through the efficient allocation and management of assigned staff and resources.

  • Coordinates/Manages priorities based upon operational needs and community liaison requirements and provides day-to-day coordination and supervision of people and activities.

  • Provides lead direction to lower-level classifications and volunteers; trains, coordinates, and supervises volunteers, students, and assistants in diverse areas to enhance efficiency of service delivery and station operation.

  • Maintains extensive contact with and fosters networking between citizens, citizen groups, agencies, and other service providers to deal with diverse issues and problems.

  • Performs community outreach, intervention, and preventative techniques as required.

  • Handles a variety of community service issues, requests, and complaints; assesses situations and decides upon appropriate responses and/or recommended actions.

  • Serves as contact person to citizen inquiries, providing community services, crime prevention, and specific program area information; distributes informational materials and describes support programs; coordinates specialized program activities.

  • Responds to non-emergency calls for services and prepares written reports on incidents that do not involve crimes against persons or crimes in progress; may assist at major incident scene as required.

  • Assists with non-emergency calls for service and may handle routine calls independently, such as arranging for towing vehicles, providing assistance at routine accident scenes, performing traffic control and traffic hazard removal

  • Investigates complaints, including collecting data, interviewing individuals; writes reports on issues and findings and/or recommends actions; performs criminal background investigations as it pertains to their programs.

  • Assesses and helps resolve non-enforcement type of public safety related neighborhood problems such as performing intervention duties which may include assisting with mediating disputes or referring parties to appropriate agency, working with neighborhood groups on pertinent issues, such as neighborhood watch programs, problem solving task teams, and other self-help projects and programs.

  • Develops and conducts crime prevention education and personal safety awareness presentations to a variety of community groups; assists with the design of presentations.

  • Conducts crime prevention-related safety surveys for homes and businesses.

  • Performs research for, compiles and writes a variety of crime prevention information material, such as brochures, leaflets, presentation materials, newsletters, and/or other resource material.

  • Develops and maintains resource library and reference files in area of specialty; collects and compiles data from various sources for detailed reports and may do special records or information retrieval projects.

  • Develops in-depth knowledge of special needs of area served.

  • Presents testimony in legal proceedings or hearings.

  • Responsible for efficient facilities and office management.

  • Attend required training classes and acquire certifications consistent with duties; keep updated on issues, crimes, and techniques.

  • May serve as liaison to other divisions, departments, agencies, committees and/or commissions.

  • Actively supports and respects diversity in the workplace.

  • Performs related duties as required.

MINIMUM QUALIFICATIONS:

High school diploma and five (5) years of progressively responsible experience in coordinating, overseeing and providing community services

Associate of Science degree with college course work in areas of social services, criminal justice, and/or educational fields preferred.

License and Certificate:

Valid Oregon driver’s license, or ability to obtain by date of hire; must pass driving records check and, if hired, maintain a driving record that meets the City’s standard. Oregon law requires that an out-of-state license holder must obtain a valid Oregon license (with appropriate endorsements ) within 30 days of becoming domiciled in the state (ORS 803.355).

The ideal candidate will have the following Knowledge, Skills, Abilities:

  • Knowledge of:

  • Program development and delivery of diverse community service approaches.

  • Administrative coordination of multiple service needs.

  • Principles of people and resource management, community policing, and social service delivery systems.

  • Basic and police operations, and social service delivery resources, including functions of other City departments, public and private service providers, and other available community services.

  • Specialized and thorough program knowledge, such as crime prevention practices, personal safety concepts, business license requirements, etc.

  • Applicable laws, codes, and a variety of procedural and community policing issues, policies and procedures.

  • Effective presentation techniques and tools.

  • Criminal computer network system and other related manual and computerized resources.

  • Office practices, procedures and equipment.

  • Geography and address system of City and Lane County, and jurisdictional boundaries.

  • Ability to:

  • To participate in the development and planning of an efficient service delivery system addressing the needs of diverse and often conflicting interest groups.

  • To administer and coordinate a variety of activities, involving people and resources.

  • To prioritize and coordinate issues involving the use of various volunteer and community groups.

  • To work effectively and agreeably with citizen advisory boards, neighborhood groups, and individuals from diverse backgrounds.

  • To verbally present ideas and information in a clear and concise manner to groups of varying sizes and backgrounds, and to communicate effectively with individuals and groups.

  • To handle a variety of community service issues, requests, and complaints, and to assess situations, decide upon appropriate responses, and/or recommendations.

  • To deal with hostile situations and environments, using conflict resolution process, conciliatory and crisis intervention techniques.

  • To use a variety of equipment, computers, and drive motor vehicle, as applicable.

  • To qualify for access to computerized city and criminal justice files.

  • To work independently and in a team environment.

  • To be available to work shifts and/or irregular hours as required.

What to Expect from our Selection Process: Applicants are screened based upon their relevant knowledge, abilities, skills, experience, and training. Bilingual Pay Benefit: Per the EPEA Contract, the City shall pay an employee at 5% of base wages for a required intermediate or advanced level competency. To qualify for bilingual pay, the employee must have demonstrated fluency in the required language and successfully pass a fluency examination administered by the City's Employee Resource Center division.

If a job posting indicates this position is temporary (not limited duration) then the employee serves at will. Temporary employees do not receive benefits through the City of Eugene unless required by City, State or Federal code/statute.

Representation

Employees in this classification are represented by the Eugene Police Employees' Association (EPEA), and their salaries may be subject to a monthly payroll deduction after 31 days of employment.

The normal starting salary is the first step shown on the posting. Other placement in the salary range may be considered depending on qualifications and experience. Periodic advancement through the salary range is dependent upon merit. The City provides a full range of benefits, including holidays, vacation, sick leave, retirement benefit, and life insurance.
