Pacific Air Forces UNIT DEPLOYMENT MANAGER in Elmendorf AFB, Alaska

The primary purpose of this position is to provide technical Theater/Command functional oversight/guidance to units in preparation or sustainment and Deliberate (long-range) and Crisis deployments. Responsibilities Plans, organized, and oversees all unit level deployment activities. Assists senior Deployment Specialists in providing technical oversight/guidance on deployment planning and operations. Coordinates movement of personnel and equipment to deployment and training sites. Works with major tactical commands such as Central Command (CENTCOM), Pacific Command (PACOM), Transportation Command (TRANSCOM) and other Department of Defense (DoD) agencies to establish, monitor and report precise movement timelines, locations, quantities and destinations and transportation modes for personnel and equipment to be moved to the deployment Area of Responsibility (AOR) and training sites. Compiles, analyzes and maintains deployment data using automated equipment. Compiles, analyzes, interprets, and maintains data (TC-AIMS II, load plans, Organizational Equipment Listing (OEL)s, and personnel manifest) related to the movement of individuals and equipment, to include all modes of transport, both commercial and military. Prepares and provides briefings to Command staff agencies relative to deployments and unit movement documentation, load plans and Time Phased Forced Deployment (TPFFD). Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Miscellaneous Administration Program Series 0301 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes Knowledge of the policies, regulations, operating characteristics, goals and objectives of automated Army and DoD personnel and property/equipment/ material accountability systems intrinsic to military deployments (For examples, knowledge of such systems as Transportation Coordinators- Automated Information System II (TC-AIMS II); Organizational Equipment Listing (OEL) (B) Development Of The Unit employment Listing (UDL), Global Transportation Network (GTN), Global Decision Support System (GDSS) . Knowledge of traffic management policies, regulations, decisions, goals, objectives, automation systems, and transportation related issues sufficient to determine specific transportation requirements and the modes of transportation, and to ensure deploying units equipment and personnel are provided In-Transit (ITV) This is maintained via use/oversight of Command and Control Information (C2) systems such as Automated Air Load Planning System (AALPS), Global Transportation Network (GTN) and Global Decision Support System (GDSS). Basic familiarity with the documentation requirements for identifying and tracking hazardous materials, or basic familiarity with requirements for transporting hazardous materials and maintaining In-Transit Visibility. Knowledge of and skill in either equipment documentation requirements or transportation requirements sufficient to resolve problems related to deployments and to assist Theater/Command units in identifying problems and resolving them. Knowledge of DoD and Army structure, and the relationships between the supply, equipment and transportation policies, procedures and practices. Basic knowledge of United States Army Forces Command (FORSCOM) and Corp, structure, mission, function, policies, procedures and operating practices. OR EDUCATION: Successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time--in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of methods, procedures, and skills in evaluating and performing deployment operations to identify and meet deployment requirements. Knowledge of a wide range of federal and agency deployment/mobilization concepts, principles, practices, procedures, regulations, and laws applicable to the full range of UDM management responsibilities Knowledge of established safety and occupational health principles, practices, laws, and regulations related to the safety program, risk assessment methods, and techniques for evaluating occupational safety and health risks. Knowledge of federal planning policy and guidance to include publications applicable to the functional area. Ability to identify, analyze, and translate complex information, make appropriate judgments, and evaluate options concerning unit readiness. Ability to recognize the inter-relationships of various aspects of operation programs to integrate and analyze information to evaluate overall program status. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
