This position reports to the Advanced Aircraft Computing (AAC), Trusted Mission Processing product line.

The Program Manager (PM)/Value Stream Leader (VSL) is responsible for leading mission-driven programs that provide development, deployment, and support of fielded systems in support of the F-22 Aircraft. F-22 programs require a VSL with excellent customer-facing and communication skills, someone who is able to work competing customer priorities, and has the ability to translate development/support requirements from overarching customer mission goals.

The PM/VSL position is responsible for the execution of programs from inception to completion within the F-22 programs.

The VSL is responsible for profit and loss of the programs. Additionally, the VSL will have responsibilities to develop and support the execution of product line overall growth strategy associated with an approved pursuit effort to increase the win probability of new and existing projects.

The selected candidate's primary focus:

  • Identify new business opportunities, propose and execute new efforts in support of the F-22 program inclusive of following corporate processes for business development and capture management.

  • Oversight of all current programs by leading a team of deputy program managers and depot managers as well as working closely with all functional areas in a matrix organization.

  • Specific tasks include development, implementation, and maintenance of Program Management Plans, consistent with program requirements and company policies. Duties include orchestrating bid strategy, providing oversight of the development of proposal volumes and creating, leading, and supporting capture and proposal teams.

Responsibilities:

  • Lead programs thru all execution phases of contracts.

  • Program management of cost, schedule, technical execution and cost account management, supporting new business, proposals.

  • Lead opportunity pursuits from qualification to award leveraging honed Capture processes and offering creative expertise

  • Develop associated briefing materials and present at gate reviews to Strategic Solutions leadership team

  • Identify opportunities for efficiencies to include automated processes, tools, and data reuse across corporate capability offerings

  • Utilize customer management tools to develop and track new business opportunities.

Qualifications/Experience Needed:

  • Minimum 10 years of Program Management or related work experience demonstrating a wide-ranging Program Leadership.

  • Must have proven leadership experience.

  • Typically requires: A University Degree or equivalent experience and minimum 10 years prior relevant experience, or An Advanced Degree in a related field and minimum 7 years' experience Engineering/Other Technical Positions

  • Excellent communication and collaboration skills, including verbal, written and presentation.

  • Inclusive management style - able to lead and motivate team members and be comfortable with raising issues in a timely manner.

  • Experience in risk assessment (both operational and Programmatic), risk mitigation, cost account estimation, cost management, schedule management, and on-contract growth.

  • Experienced with leading a multi-functional team from proposal generation through contract award / completion including experience managing cost, schedule and technical aspects of a program.

  • Strong background and experience in program management techniques (full Profit and Loss responsibilities)

  • Experience presenting program status utilizing business and project management tools and procedures such as IPDS, EVMS, IMS/IMP, Risk Management, Financial Forecasts and EAC is required.

  • Working knowledge of PM best practices and processes to include capture management, proposal preparation.

  • Must obtain Conditional Program Management Certification, in accordance with Policy 248-RP, within 6 months of hire date unless extended under the policy.

  • U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance and ability to Access US Only Data Systems.

  • The ability to obtain and maintain a U.S. government issued security clearance is required.

  • Must be capable of obtaining a US Department of Defense (DoD) security clearance. Candidate selected will be subject to a government security investigation/reinstatement and must meet eligibility requirements.

The salary range for this role is 130,000 USD - 272,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
