Experience:A minimum of four (4) years of experience in workforce development, recruitment, or business services, with a focus on direct placement and employer engagement.

Education: High School Diploma / GED is required per policy **Bachelors degree in human resources, business administration, workforce development, or a related field preferred.

Language: English required (Spanish is a plus) to communicate with clients and staff. ** Bilingual preferred

General Description: We are seeking an experienced and dynamic Workforce Business Service Manager to lead our team of Recruiters, Job Developers, Business Consultants, and Special Projects Career Navigators. This role will focus on overseeing all aspects of workforce services to ensure rapid job placement through direct hiring while emphasizing job retention. The ideal candidate will leverage on-the-job training, apprenticeships, and work experience programs to upskill job seekers, facilitating effective matches with employers. The Manager will also be responsible for monitoring Texas Workforce Commission (TWC) and local performance metrics, ensuring that team goals align with industry trends and employer needs.

Responsibilities:

  • Team Leadership:Oversee and mentor a diverse team of Recruiters, Job Developers, Business Consultants, and Special Projects Career Navigators, fostering a collaborative and results-driven environment.
  • Performance Management:Monitor and analyze TWC and local performance metrics, including job placement and retention rates. Ensure the team meets or exceeds established goals related to job placements and the percentage of New Employment Connections that last at least two additional quarters.
  • Job Placement and Retention Focus:Develop and implement strategies for rapid job placement and long-term retention, utilizing direct hiring practices while optimizing the use of on-the-job training, apprenticeships, and work experience opportunities.
  • Employer Engagement:Build and maintain strong relationships with local employers to understand their workforce challenges and hiring needs. Act as a liaison to resolve recruitment pain points and facilitate effective staff upskilling solutions.
  • Grant Management:Oversee the implementation and utilization of TWC employer grants, including Skill Development Funds and Skills for Small Business, to support employer training initiatives and job seeker placements.
  • Market Research and Trends:Stay informed about industry trends, labor market demands, and emerging skills to advise both job seekers and employers on best practices and future workforce needs.
  • Innovative Solutions:Develop and implement innovative solutions to enhance recruitment processes, job matching, and training programs, ensuring alignment with organizational goals.
  • Reporting and Accountability:Regularly report progress and outcomes to management, demonstrating accountability for performance goals and the impact of workforce services on both job placement and retention.
  • Continuous Improvement:Foster a culture of continuous improvement within the team, encouraging ongoing professional development and adaptation to changing labor market conditions.

Qualifications:

  • Bachelors degree in human resources, business administration, workforce development, or a related field preferred.
  • Must be fluent in Spanish to effectively communicate with our diverse community.
  • Proven experience in managing teams and driving performance in a fast-paced environment.
  • Strong knowledge of TWC employer grants and funding opportunities related to skills development and workforce tr ining.
  • Excellent communication and interpersonal skills, with the ability to build rapport and maintain strong relationships with diverse stakeholders.
  • Analytical skills and proficiency in using data to inform decision-making and improve service delivery.
  • Familiarity with local labor market trends and employer needs is highly desirable.
  • Resilient and solution-oriented, with a proactive approach to overcoming challenges and driving results.
