The primary purpose of this position is: This is a developmental position with known promotion potential to the target position of 9GH46 (Financial Specialist, GS-0501-12). Position can be filled as GS-07, GS-09, GS-11, or GS-12. Responsibilities 1. Provides financial management and advisory oversight of expenditures to ensure propriety and compliance with financial, fiscal, and auditing directives specific to the life cycle management of major weapons system(s)/subsystem(s) programs. 2. Formulates, establishes and implements, financial management policies, instructions, and procedures on all matters relating to programming, budgeting, funding, forecasting, and status of funds. 3. Responsible for all aspects of the formulation, development, and, execution of budgets, financial plans, and multi-year programs required to properly fund and meet program resource requirements. 4. Represents the organization at all levels within the government and at contractor/industry sites. 5. Analyzes and provides budget input based upon Earned Value Management (EVM) principles and objectives. Requirements Conditions of Employment Qualifications Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. In order to qualify, you must meet one year of specialized experience requirements equivalent in level of difficulty and responsibility to that of the next lower grade within the Federal service that demonstrates the ability to perform the duties of the position as described in the Office of Personnel Management (OPM) Qualifications Standards for General Schedule Positions, Administrative and Management positions. SPECIALIZED EXPERIENCE TO QUALIFY AT THE GS-07 GRADE LEVEL: You must possess one year experience to the lower grade of GS-05 or equivalent. The primary purpose of this position is to serve as a Financial Specialist in a developmental capacity, performing assignments designed to further develop applicable analytical and evaluative skills and techniques. This is a developmental position. All training must be completed and regulatory requirements met prior to promotion. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements. If you are using education to substitute for the specialized experience, you must submit transcripts at the time you apply. GS-9 Substitution of Education for Experience: Two full years of progressively higher level graduate education, Master's or equivalent graduate degree, may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements. To be creditable, education must have been obtained in an accredited college or university recognized by the U.S. Department of Education . GS-11 Substitution of Education for Experience: Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed higher-level graduate level education and experience may be used to meet total experience requirements. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level, one year at the GS-07 level is required to meet the time in grade requirements for the GS-09 level, and one year at the GS-11 level is required to meet the requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to analysis of financial data. 2. Knowledge of DoD acquisition requirements, development, and approval processes. 3. Knowledge of the requirements, techniques, procedures, and practices of generally accepted accounting principles and standards. 4. Skill in formulating, justifying, and/or analyzing financial requirements of the assigned program. 5. Ability to communicate, plan, organize work, and meet deadlines. 6. Ability to gather, assemble, and analyze data using financial systems to prepare budget estimates, develop alternatives, and make recommendations to resolve budget/funding problems. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
