Hiring Range: $65,749 - 78,800

Hours/Schedule: M-F 8:00 - 5:00

This position is part of the Risk Management Division of the Finance Department. The Risk Management team aims to provide a safe environment for employees and the public it serves. Our goal is to prevent and minimize the financial impact of losses and reduce the frequency and severity of injuries to employees and residents. Candidates will evaluate and process property & casualty claims and subrogation, provide self-insured fiscal management, and implement prevention and loss control strategies. Decision-making includes providing input in risk management objectives, development and improvement of claim filing processes, data collection and analytics, and liability determinations. Incumbents should provide professional, journey-level work in auto and general liability claims including property damage, bodily injury, subrogation, and interpreting and applying insurance standards and policies. Prior municipal insurance program administration is preferred but not required.

Duties/Responsibilities

  • Process, investigate, analyze, and determine liability for City accidents and incidents involving property damage and bodily injury

  • Oversee the City’s third-party administrator and the assigned liability claims adjusters

  • Implement and facilitate claim reporting and processing procedures

  • Document claim activity, set accurate reserves, and process claim payments using the assigned risk information management software

  • Identify subrogation situations and initiate appropriate action, including preparing demand packages, and appropriate follow-up through claim closure

  • Work in conjunction with the Risk Manager and the City Attorney’s Office to process and track claim litigation and participate in settlement mediations

  • Provide reporting and analysis to the Risk Manager on claim trends, expenses, subrogation collection, etc.

  • Participate in accident review boards

  • Provide training to City staff on proper claim reporting procedures and general risk management topics

  • Assist the Risk Manager and other team members with special projects, general tasks, and other functions as needed

Minimum Qualifications & Experience

  • Bachelor’s degree in business or public administration or directly related field

  • Two years of professional experience in an area related to assignment.

Additional Preferred Skills

• NC Adjuster License or ability to obtain one within 1 year of employment

• Prior experience applying governmental immunity

• Experience in litigation management

• Advanced level proficiency in MS Office applications, particularly Excel

• Experience providing in-person training

• AIC or other insurance designation
