Position Overview
Primary Function of Organizational Unit
The Comptroller’s Unit (CU) is an accounting organization that performs detailed analysis and compiles the financial statements for internal and external reporting purposes. Specifically, this department performs accounting functions and activities of the University in accordance with generally accepted accounting principles, specifically, Governmental Accounting Standards Board (GASB). Additionally, there is adherence to University policies and guidelines as well as sound business practices.
Primary Purpose of Position
The primary purpose of this position is to ensure that all Capital Assets that belong to the University tagged and recorded accurately and in a timely manner. The position functions as the Capital Assets Officer and in that capacity, the position will plan and supervise the annual inventory of all of the University’s fixed assets. Inaccuracies in the reporting of the fixed assets can negate an audit finding by the State’s Auditors. Additionally, the position will manage the University’s debt service to ensure that all debt obligations are satisfied and all reporting requirement are completed.

Full knowledge of professional fiscal theory, techniques, practices, and procedures. Full knowledge of generally accepted accounting principles and skill in applying this knowledge. Full knowledge of local, state, and federal regulations and statutes governing the area of work. Knowledge of applicable information technology to
independently perform work. Ability to ensure integrity of information systems, internal controls, and data. Ability to recommend modifications as required. Ability to apply updated information technology to facilitate program goals and procedures.
Function Administrative
Describe the specific tasks and responsibilities related to the function.
Responsible for recording cost of newly added fixed assets, tracking existing ones, and calculating and recording depreciation, as well as accounting for disposed fixed assets. This includes reviews of the overall process to ensure that all assets are properly recorded. Responsible for establishing and/or maintaining a base plan and tracking mechanism for debt service payments.

Ability to communicate information to co-workers and management and outside agencies. Prepare written communications to the various departments to request data. Review and edits the work of others. Assist in preparation for the annual external audit. Document complex issues and effectively articulate written conclusions; Interacts with officials and executives. Perform other duties as assigned.

Ability to analyze moderately complex situations and recommend solutions and options relative to capital assets and debt service position. Specifically, for debt service to make sure that the NC Central is properly leveraged and structured to make all debt service payments.

Ability to alert leadership to impact on program. Ability to recommend response to a moderately complex situation based on interpretation of local, state, and federal regulations and standards. Ability to recommend modifications to program policy and procedures to minimize risk.
