Center City Housing Corp Property Manager - Gateway in Duluth, Minnesota

This is a full-time job with benefits! Overview: Center City Housing Corp. (CCHC) develops, owns and manages quality housing opportunities and provides associated services for those most in need. Building site details can vary. Most are affordable housing units, some of which may provide supportive housing that serves formerly homeless families or single adults. The Property Manager position actively participates in carrying out the mission of CCHC by providing Property Management support for the assigned buildings, offices, and vacant apartments. The Property Manager provides leadership, supervision and guidance to the building staff. This upper level management position involves ensuring the CCHC culture of treating all people with dignity and respect is established and maintained within their community of staff and tenants. This person is responsible for leading a team of employees, volunteers, and partners to carry out the property and program goals. This position will function as a member of a team and will understand the "Housing First" and "Harm Reduction" philosophies which the agency embraces in order to carry out our mission. Duties and Responsibilities: Understand Housing First and Harm Reduction philosophies and apply as needed to specific management duties. Hire, supervise, recruit and develop staff including employee, volunteer, and contracted positions. Manage staff development including coaching, mentoring, discipline, and timekeeping. Manage difficult tenant and employee issues by de-escalating potentially volatile situations and seeking additional help as needed. Attend meetings and appropriate trainings. Act as liaison with community service partners, funders, law enforcement, advocates, etc. Participate in partner meetings. Enforce house rules, and process appeals and evictions in compliance with all regulations. Coordinate with supportive services as needed. Report to regional manager prior to hiring, terminating or making wage or position adjustments of on-site personnel. Authorize staff payroll. Work closely with tenant services staff to meet tenant service needs individually and as a group. Develop and maintain effective, professional relationship with tenants and the community. Maintain customer service and excellent relations with tenants and outside agencies. Consult with maintenance technicians concerning deferred maintenance, staffing, and overall maintenance related issues. Understand and correctly implement tenant selection criteria by thoroughly understanding the funding matrix and implications for residency. Meet Company benchmarks for occupancy, rent collections and timely compliance paperwork. Oversee tenant activities to ensure rapid turnover of vacant apartments including applicant selection process, inspections, rental payment, house rules, eviction process, and supportive services. Make appointments, show apartments, take and verify applications to completion. Ensure departing tenants are properly moved out and all paperwork is completed. Enforce lease and other government rules and regulations, including Fair Housing laws, building safety, health codes, and local ordinances. Accurately process tenant certifications in a timely manner. Develop and maintain tenant files and records for funders and compliance agencies. Respond to tenant grievances and concerns pertaining to activities and properties. Maintain accurate waiting list. Select and screen new tenants. Follow up on all prospective tenants in a timely manner. Conduct move-in/move-out procedures, including unit inspections, security deposit processing and unit preparations. Supervise and purchase janitorial, maintenance, and office supplies. Obtain bids and supervise capital or contract services. Inspect systems and property at regular intervals to ensure tenant property rules are being followed and that the property is clean and orderly and in good maintenance condition. Respond to occasional emergencies after hours or on weekends Fill in for staff as needed. Enter marketing information, install tenants, enter vacate notices, print reports in YARDI computer program. Enter all data into YARDI. Assist with subsidy administration in accordance with HUD rules and regulations. Compile statistical information to complete reports for various funding sources on a routine basis. Participate in property operations meetings. Work closely with HRA - ensure HAP contract is followed. Ensure compliance with Tax Credit certifications, city, state, federal laws. Submit timely reports to supervisor, funders and inspectors as required. Stay up-to-date of any changes in fair housing. Print monthly reports concerning lease expiration dates and calculates rent increases. Participate in CCHC and funder inspections. Work with Asset Manager as needed to ensure completion of capital projects. Assist in preparing and managing property s annual budget by monitoring spending throughout the year. Operate property within budgeted income and expense guidelines. Review monthly financial reports and prepare budget variance and project narrative. Track and evaluate utility costs. Collect rent payments and make bank deposits regularly. Review, code, and submit all invoices in a timely manner (at least weekly), including billings from sub-grantees. Oversee the processing for payments including screening, placement, and tracking. Keep Regional Director informed at all times in the areas of: o Status of vacancies/occupancy. o Cash flow o Higher than expected budgeted expenses o Legal actions o Performance of staff o Property conditions that may require action o Potential property liabilities or hazards. Requirements Preferred Experience: This position requires a unique combination of social service skills as well as property and team management experience. Associate degree or equivalent, two years of experience in property management, business or real estate, including leasing and staff supervision required. Knowledge of government subsidy programs. Working knowledge of Microsoft Office, Outlook, and Excel. Supervisory experience is also required. This position requires a valid driver s license and dependable transportation. This person must pass and maintain Minnesota Background Study clearance.
