Purpose of the role

The OUS Sanctions & Export Controls Managers is responsible for providing leadership and strategy in the definition, development, and implementation of internal controls to ensure global compliance with OUS sanctions and export controls. The position is a primary resource for corporate, division, and affiliate management seeking consultation and support in this area.

Location: UK, Ireland, Netherlands, Germany or Belgium

Minimum Education/Minimum Experience / Training Required

  • Bachelor's degree required.

  • Relevant experience preferably with a focus in Global Trade Compliance, or other relevant fields such as legal, auditing, compliance, finance/accounting, logistics, materials management, or other relevant fields.

  • Releva experience in EU/UK export controls and sanctions.

  • Experience with global organisations is essential for this role.

  • Knowledge of Abbott's supply chain, international operations, and internal control systems is highly preferred.

  • Previous supervisory experience is a plus.

  • Effective negotiating, interpersonal and written/verbal communication skills are essential.

  • Ability to multi task with managing several high priority projects simultaneously

  • Strong influencing skills

  • Familiarity with enforcement of internal controls required.

  • Sound analytical abilities and excellent organizational skills.

  • Strong Problem solving skills

  • Ability to manage multiple priorities and self-manage time.

Key Responsibilities

  • The position has extensive contact with internal-to-Abbott management as well as governmental regulatory personnel.

  • Ability to influence Abbott management having the authority to adapt practices and procedures.

  • Responsible for ensuring compliance with applicable Corporate and Divisional Policies and procedures.

  • Establish and/or strengthen corporate control requirements to ensure Abbott's compliance with EU/UK and other OUS export control and sanctions laws and regulations. Ensure implementation at the site/division level, as appropriate.

  • Develop standards and procedures for compliance with EU/UK/OUS sanctions and export controls.

  • Provide direction and assist Abbott sites globally in the development and implementation of internal controls dictated by the EU/UK/OUS foreign trade regulations.

  • Determine the adequacy of internal controls related to export and reexport practices against related Corporate and Divisional policies, laws and statutes.

  • Review and assess the soundness, adequacy and application of compliance with these rules.

  • Remain abreast of current EU/UK/OUS regulatory changes and analyse potential impact on Abbott.

  • Communicate all legislative changes in EU/UK/OUS Export and Sanctions Regulations.

  • Partner with EU/UK/OUS external legal counsel on matters concerning EU/UK/OUS export controls and sanctions compliance.

  • At the direction of the Director, collaborate with external legal counsel regarding EU/UK/OUS license export license applications.

  • Oversee export licensing process for OUS licenses and support the business on obtaining such licenses in collaboration with internal legal and external counsel.

  • Responsible for ensuring compliance with all license conditions and meeting all reporting requirements.

  • Provide guidance to sites/divisions/affiliates on matters concerning EU/UK/OUS export controls and sanctions regulations.

  • Provide guidance and approvals, as needed, on export control classifications for the EU/UK/OUS exporting sites.

  • Deliver training courses covering technical EU/UK/OUS export and trade control matters.

  • Network and maintain relationships with EU/UK/OUS Government regulatory agencies (BAFA, etc).

  • Ensure that any identified compliance issues requiring voluntary disclosure to EU/UK/OUS export agencies are reported on a timely basis.

  • Assess the OUS sites for Export Compliance in collaboration with KPMG.
