Purpose

Third party risk management (TPRM) is a first line of defence (1LoD) activity within Scotiabank. The role holder will be responsible for leading the implementation of the TPRM process and procedures in line with the policy and TPRM risk framework. The objective is to enable the Global Banking and Markets (GBM) business in Europe to exercise robust management of risks associated with internal and external third-party suppliers and to be fully compliant with the applicable laws, regulations, and guidelines within Europe.

The scope of this front to back regional role includes business lines (Global Capital Markets, Corporate & Investment Banking and Global Business Payments) and Group Treasury.

Accountabilities

  • Champions a customer focused culture to deepen client relationships and leverage broader Bank relationships, systems, and knowledge.

  • Ensures all activities conducted are following governing regulations, internal policies, and procedures.

  • Responsible for leading consistent management of TPRM practices and procedures including governance oversight, monitoring, and reporting across the two locations.

  • Coordinate and oversee complete and accurate implementation of TPRM by responsible and accountable Contract Owners (in both business and enterprise functions including IT, Operations, HR, Finance, and Legal) in line with policy, procedures, and expectation of regulators.

  • Assist and guide Contract Owners in discharging their responsibilities through all stages of the contract lifecycle (onboarding, maintenance of contracts and offboarding) in line with procedure.

  • Track, monitor and report SLA metric performance (KPIs) of arrangements and KRIs and other related metrics to relevant governance forums.

  • Support the periodic reviews of UK and Ireland outsourcing registers including planning, communication of requirements, oversight and regulatory submission.

  • Support the COO in ensuring that:

  • The MSLA and MoU covering the intragroup outsourcing arrangements are reviewed regularly for updates including the annual review of the appendices linked to the MSLA and MoU;

  • all departments produce their performance dashboards on time to be able to document the management report to be presented at the monthly TPRM sub-committee;

  • the outsourcing registers are kept up to date in line with regulatory expectations; and,

  • The data in the outsourcing registers is submitted to the regulators when required.

  • Manage contract arrangements in line with SLA for Internal Control department, liaising with the risk team for relevant second line review and challenge, and for ensuring that the TPRM systems are up to date, and completing functional reporting requirements.

  • Support functional TPRM training, dissemination of information to facilitate understanding of requirements, working closely with Risk Management, Compliance and Legal.

  • Perform first-line sample-based testing to ensure Contract Owners are following TPRM methodology and that contract documentation and requirements are complete and accurate, and standards are consistently and sustainably maintained by Contract Owners, in line with policy and regulatory expectation.

  • Actively engage with the second-line partners (Global Risk Management) in the on-going development and refinement of policy and framework requirements and collaborate with global teams for consistency and alignment of practices wherever possible.

  • Support TPRM responses for independent reviews and examinations including audits, compliance testing, regulatory requests, and related action tracking to remediation.

  • Collaborate and communicate with key stakeholders (business and relevant support functions) across the three lines of defence to ensure that adequate engagement, support, and input to ensure effective delivery and execution of TPRM requirements.

  • Understand and consider the Bank’s risk appetite and risk culture in day-to-day activities and decisions.

  • Actively pursues effective and efficient operations of their respective areas in accordance with Scotiabank’s Values, its Code of Conduct, and the Global Sales Principles, while ensuring the adequacy, adherence to and effectiveness of day-to-day business controls to meet obligations with respect to operational, compliance, AML/ATF/sanctions, and conduct risk.

Education / Experience / Other Information

  • Experience in Third-party risk management and knowledge of regulation and standards including PRA, CBI, and other European legislation.

  • Expert/good working knowledge of internal controls, risk frameworks and governance.

  • Clear, comprehensive, concise verbal and written communication

  • Knowledge of Microsoft Excel and IBM Open Pages

  • Motivated self-starter who can engage with senior stakeholders across different disciplines and tailor information granularity to suit the needs of different audiences
