Summary The Women's Veteran Program Manager is responsible for the overall delivery of care and services for the growing population of women Veterans at the Dublin VA Medical Center. This announcement is being posted for a detail, not to exceed 120 days. Responsibilities Major duties include, but are not limited to: Providing oversight of the Women Veterans Program and working closely with the Women Veteran Medical Director to form the foundation of the women's health team at the facility level. Serving as Chair of the Women Veterans health Committee at the facility level. Providing expertise and guidance specific to women Veterans for facility-wide strategic goals and objective and executing comprehensive planning for women's health that improves the overall quality of care provided to women Veterans and achieves program goals and outcomes. Serving as an advocate for women by working closely with Veteran Experience Office (Patient Advocate Office) to facilitate problem resolution and women Veteran satisfaction. Collaborating with facility leadership on culture transformation to create a safe, secure, and respectful environment for women Veterans to receive care. Collaborating with facility leadership to ensure local implementation of national policy related to women Veterans and reviewing and providing input on all facility policies as they are created or revised to support the needs of women Veterans. Collaborating with Fiscal and facility leadership to advocate for resources to support programs to meet the needs of women Veterans. Collaborating with the Education Department and/or Designated Learning Officer to identify and address training needs for facility staff specific to women Veterans and promoting national and local educational programs for women's health providers and other staff. Participating in the review of the physical environment, including identifying deficiencies and opportunities for improvement and work with facility leadership, facility planner, and other staff to ensure that new construction and renovations are appropriate to meet the needs of women Veterans. Collaborating with facility and community stakeholders to develop a comprehensive outreach plan that includes increasing public awareness of services available for women Veterans; networking to enhance community engagement with non-VA stakeholders and increasing market penetration. Partnering with Special Population Coordinators and Program Coordinators to ensure the needs of women Veterans are addressed across the health care system. Collaborating with facility leadership and local contracting staff to review applicable facility contracts related to women's health, including for all CBOCS, health network providers, diagnostics services, as they are created to revised to ensure they meet the requirements that are consistent with national women's health policy. Collaborating with facility leadership and internal and external partners to ensure that timely access to necessary care in the community is provided. Collaborating with facility leadership to ensure that high quality and gender-specific diagnostic services for women are available in a timely manner at all points of care and ensuring processes are in place for timely patient notification and coordination of care as indicated. Provides a full range of psychological and social determinant of health assessment services to clarify the needs of the Veterans and to facilitate development of a holistic treatment plan. Assesses for suicide and self-harm and provide appropriate intervention, including but not limited to safety planning. Refers for Admission to mental health inpatient programs as needed. Completes clinical reminders that are within scope of practice for social workers. Qualifications Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. Master's degree in Social Work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the school of social work is fully accredited. Note: A doctoral degree in Social Work may NOT be substituted for the master's degree in Social Work. Licensed or certified: Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: GS 13 Grade Determinations: In addition to the basic requirements for employment, the following criteria must be met when determining the grade of candidates: Experience/Education. One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Candidates may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Licensure/Certification. Individuals assigned as social worker program coordinator must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, candidates must demonstrate all of the following KSAs: (a) Skill in coordinating and implementing one or more specialty program(s), across the facility. (b) Skill in local policy and practice development, procedures, and/or practice guidelines for the program as prescribed by the program handbook or national directive. (c) Skill in organizing work, setting priorities, meeting multiple deadlines, and evaluating assigned program area(s). (d) Ability to collaborate with internal and external partners to further program goals and enhance patient centered care. (e) Ability to provide the full range of supervisory duties including assignment of work to be performed; performance evaluations; and selection of staff, training, and recommendation of awards, advancements, and when appropriate, disciplinary action. (f) Ability to oversee the fiscal matters of the functions supervised (including fund controls, contracts, and equipment expenditures), forecast resource and equipment needs, and administer the allocated budget.
