DRAPER CITY GIS SPECIALIST I-II in DRAPER, Utah

POSITION SUMMARY:

Under the supervision of the GIS Manager, performs technical GIS functions including, but not limited to: editing and maintaining data layers, data collection and verification, performing data analyses, generating maps, and creating interactive maps and dashboards. This position works with other city departments, outside agencies, and the public.

SUPERVISION EXERCISED:
  • None.
ESSENTIAL FUNCTIONS:
  • Creates, maintains, and updates datasets in enterprise geodatabases.
  • Creates address locators.
  • Creates and maintains city maps.
  • Performs coordinate geometry, georeferencing, and geocoding.
  • Defines and translates between spatial reference systems.
  • Distinguishes between geographic and projected coordinate systems.
  • Edits and analyzes datasets in ArcGIS Pro and ArcGIS Online.
  • Creates item descriptions and item details.
  • Conducts field data collection and verification.
  • Automates geoprocessing tasks using Python.
  • Interprets site plans, subdivision plats, as-built drawings, and floor plans.
  • Provides technical assistance to city staff and the public regarding GIS software and web apps.
  • Performs other related duties as assigned.

In addition, the following is the minimum certification for the GIS Specialist II:

  • Configures data schema and attributes.
  • Configures map layouts and map series.
  • Applies advanced map visualization methods and techniques.
  • Determines and defines an appropriate spatial reference system (coordinate reference systems, datums, and projections).
  • Authors, shares, and retrieves items from a portal.
  • Converts data from different formats.
  • Evaluates the suitability of a dataset for a given scenario.
  • Performs other related duties as assigned.
MINIMUM QUALIFICATIONS:
  • Education -- Bachelor's degree in geographic information systems, geography, environmental studies or closely related field from an accredited college or university.
  • Experience --
    • GIS Specialist I -- One year of progressive experience using ArcGIS Pro 3.x, ArcGIS Online, and ArcGIS Enterprise 10.9 or higher.
    • GIS Specialist II -- Three years of progressive experience using ArcGIS Pro 3.x, ArcGIS Online, and ArcGIS Enterprise 10.9 or higher.
  • Licenses/Certifications --
    • GIS certificate from an accredited college is preferred.
    • Valid Utah Driver's License.
KNOWLEDGE, SKILLS AND ABILITIES:
  • Knowledge of --
    • Data management within an enterprise geodatabase 
    • Cartographic principles and best practices
  •  Skill with --
    • ArcGIS Pro 3.x, ArcGIS Online, and ArcGIS Enterprise 10.9 or higher.
    • ArcGIS Field Maps, ArcGIS Dashboards, ArcGIS Survey123, and ArcGIS Experience Builder
    • Microsoft Office suite
    • Adobe Acrobat
  • Ability to --
    • Communicate effectively both verbally and in writing
    • Pay attention to details
    • Research and solve problems with a systematic and analytical approach
    • Work independently as well as collaboratively with co-workers
    • Perform quality control of data to ensure accuracy
    • Manage and organize multiple projects and prioritize them successfully

WORKING CONDITIONS AND PHYSICAL DEMANDS:

Tasks require a variety of physical activities such as walking, standing, stooping, bending, sitting, reaching, talking, hearing and seeing. Common eye, hand, finger dexterity required for most essential functions. Mental application utilizes memory for details, verbal instructions, emotional stability and discriminating thinking and creative problem solving. Occasionally lifts or otherwise moves objects weighing up to 25 pounds. This position has exposure to stressful situations. Wor is often performed under deadlines and time constraints. May drive a motor vehicle.
